The Editor Speaks: ICTA’s reluctance to get involved

Colin WilsonwebIt is not strange the Information Communication Technology Authority (ICTA), who is responsible for managing content on radio and television broadcasts in Cayman, have declined to act over Ezzard Miller’s formal complaint to them.

The North Side MLA, Ezzard Miller, filed a formal complaint with the ICTA about the abuse of him and his family by his political opponent Joey Ebanks on the local radio station VIBE in contravention of the law.

As I would have expected the ICTA passed the complaint direct to VIBE.

It wasn’t the ICTA who aired the alleged slander it was the radio station.

Miller has threatened legal action against Joey Ebanks and I am sure the ICTA do not want to get involved in that unless they are finally drawn in.

The finally part comes in if the radio station does not respond in any way and the ICTA judge the words aired do in fact breach their own rules as to content.

One has to play the first ball first and not dispense with the other five that come before it.

With Miller also writing to the police commissioner, the governor and the Elections Office about comments made on the show I can fully understand they want to count Miller’s complaint as a “no ball”.

He will have to play it again.

In the Email from the ICTA to Vibe’s owner, Kenny Rankin, it does say:

“The attached Complaint has been received by the Authority.

“In accordance with the Authority’s complaint procedures, Paramount is requested to address the Complainant’s concerns.  As the Complaint relates to a current issue, Paramount should respond directly to the Complainant by 5 p.m. 2 May 2013 (if not before), with a copy to the Authority.

“The Authority will then review the Complainant’s concerns and Paramount’s response in light of its policies and regulations to determine if any follow-up action is necessary.”

This is exactly the proper procedure.

Miller should have more luck with the Elections Office who really must act and respond quickly.

I am a little disappointed to hear all they have to say about the matter so far is that they would be issuing a written statement to remind all candidates of the code of conduct.

They might be paying close attention to Joey Ebanks paid show Vibe are airing but Miller is expecting and deserves a lot more than that.
