CABINET OF THE CAYMAN ISLANDS – POST MEETING SUMMARY

Cabinet Post Meeting Summary

His Excellency the Governor Mr. Martyn Roper, OBE, chaired the meeting of the Cabinet held on Tuesday, 28th March, 2023 in the Cabinet Conference Room, Government Administration Building.

The Hon Minister for Border Control and Labour acted for the Hon Minister for Tourism. All other Ministers and Members of Cabinet were present.

At this meeting Cabinet:

  • Approved the Notice of Cabinet Order for the Waiver of Planning Permission as per section 53 (1) of the Development and Planning Act and its publication in the Gazette;
  • Approved the issuance of drafting instructions to amend the Perpetuities Act (1999 Revision);
  • Approved for the Children and Youth Services Foundation to award its employees with an honorarium payment that is based on 4.5% of employee’s salary and a 3-month stipend of CI$150 per month;
  • Noted the National Drug Council Annual Report and Audited Financial Statements for the period ended 31st December 2021 and approved its tabling at the next sitting of Parliament;
  • Approved the applications for appointment as Notaries Public for the following persons: Zachary Choudhury, Katrina Ebanks, Marbeth Garvin, Edra Rouse, Felicia Suberan nee Baboram and Sophie Wong-Hen;
  • Confirmed approval granted by circulation on 22nd March 2023 for the following Amendment Bills for publication and presentation to Parliament;

o MonetaryAuthority(Amendment)Bill,2023;CompaniesManagement(Amendment)Bill, 2023; Directors Registration and Licensing (Amendment) Bill, 2023; Insurance (Amendment) (No.2) Bill, 2023; Money Services (Amendment) Bill, 2023; Securities Investment Business (Amendment) Bill, 2023; and Virtual Asset (Service Providers) (Amendment) Bill, 2023;

  • Approved the issuance of drafting instructions to amend the Residential Tenancies Act, 2009 and the creation of Regulations thereunder;
  • Approved the issuance of drafting instructions to amend the Public Lands Act (2020 Revision) in relation to the composition, term and voting rights of members of the Public Lands Commission;
  • Approved the following in relation to the Water Authority Board:
    o In accordance with section 11(4)(d) of the Public Authorities Act (2020 Revision) the termination of the appointment of Dwight Ebanks; o In accordance with section 3(2)(b) of the Public Authorities Act (2020 Revision) the appointment of Kenross Conolly as Member;

Cabinet Post Meeting Summary

• Approved the following:

o Purchase of land Block 97C Parcel 33;

o In accordance with section 12 of the Public Management and Finance Act (2020 Revision) to increase EA 4 – Land Purchase by CI$785,000;

o Instruct the Department of Environment and National Conservation Council to ensure that all turtle nesting beaches are put through the requisite Protected Area Nomination Process;

  • Approved the waiver of the $50 fee to rectify a land register for a total of 90 calendar days beginning on 29th March 2023;
  • Approved the renewal of two leases with Hudson Ltd for storage premises;
  • Approved the grant of a lease of Crown property retail unit at the Wreck of the Ten Sail;
  • Approved the purchase of Block 20E Parcel 276, Block 38B Parcel 465, Block 38B Parcel 469, Block 37E Parcel 229 and Block 38C Parcel 117 for intended access by the general public;
  • Approved the purchase of Block 5C Parcel 277 for intended access by the general public;
  • Approved the transfer to the Crown of road parcels Block 109A Parcel 137, Block 109A Parcel 4REM1, Block 77A Parcel 122, Block 82A Parcel 54 and Block 82A Parcel 23, for intended use by the general public;
  • Approved exemption from Part 7 of the Immigration (Transition) Act (2022 Revision) for two persons;
  • Approved in accordance with sections 11 (5) and 11 (6) of the Public Management and Finance Act (2020 Revision) to reallocate CI$100,000 from HAF 1 – Advice and Support to Minister of Home Affairs to TP 69 – Support for the Bridge Foundation;
  • Approved the development of a Cayman Islands Government policy on requirements and minimum standards for substance recovery centres;
  • Approved the exemption from Planning Permission for proposed Public Park on Block 31A Parcel 58 for public purposes;
  • Approved the one-time printing of a $70 banknote to commemorate the Platinum Jubilee of Her Majesty Queen Elizabeth II;
  • Approved in accordance with section 39 (2) of the Public Authorities Act (2020 Revision) to exempt Statutory Authorities and Government Companies from paying over surplus cash reserves to Core Government;
  • Noted the Integrated Solid Waste Management System 2nd March 2023 update on programme to financial close;
  • Noted the National Steps Survey to understand the prevalence of non-communicable disease risk factors;
  • Noted the update on the new prison development project; and
  • Noted that the King’s Birthday Public Holiday would be observed on Monday, 19th June 202
