Cabinet of the Cayman Islands- Post Meeting Summary: 22nd March 2022

His Excellency the Governor Mr. Martyn Roper, OBE, chaired the meeting of the Cabinet held on Tuesday, 22nd March, 2022 at Little Cayman Beach Resort Conference Room.

All Ministers and Members of Cabinet were present. At this meeting Cabinet:

  • Approved the presentation of the Government Motion to the Parliament, seeking the issuance of a Deed of Indemnity to the Members of the Planning Appeals Tribunal;
  • Approved the reallocation of $25,000 within the Ministry of Sustainability and Climate Resiliency in accordance with Sections 11 (5) and 11 (6) of the Public Management and Finance Act (2021 Revision);
  • Approved the National Conservation (Waiver of Fees) Regulations, 2022;
  • Approved the creation of an Inter-Ministerial Taskforce to access and address the housing crisis in the Cayman Islands, composition of the Taskforce shall be as follows: Hon G. Wayne Panton – Chair; Hon Christopher Saunders – Member; Hon Johany Ebanks – Member; Hon Andre Ebanks – Member; Hon Julianna O’Connor-Connolly – Member and Hon Kenneth Bryan – Member;
  • Approved the issuance of a Coastal Works Permit to remove existing concrete dock offshore Block 48C Parcel 269, Pease Bay, Bodden Town; Refused the issuance of a Coastal Works Permit to construct breakwater offshore Block 48C Parcel 186, Pease Bay, Bodden Town and Rescinded the previous approval given on 30th November 2021;
  • Approved for the following companies to make an application to the Grand Court to be restored to the Cayman Islands Register of Companies – SJC EGYPT REFINING LLC and AL-TAWFIQ INVESTMENT HOUSE LIMITED;
  • Approved for the following company to make an application to the Grand Court to be restored to the Cayman Islands Register of Companies – INTERNATIONAL PROPERTY GROUP LTD;
  • Accepted the resignation of James Gill from the Water Authority Board and approved the appointment of Mark Scotland to the Water Authority Board;
  • Approved the leasing and consolidation of leases of Royal Bank of Canada House, Block 14BH Parcel 60 by the Office of the Commissioner of Police;
  • Approved the lease of George Town Financial Centre, Block OPY Parcel 19 by the Commissions Secretariat;
  • Approved the Anti-Money Laundering (Amendment) (No. 2) Regulations, 2020 (Commencement of Regulation 8) Order, 2022;
  • Noted the Cayman Islands’ Balance of Payments and International Investment Position Report 2020;
  • Noted the Cayman Islands’ Consumer Price Index Report: October to December 2021;

  • Noted the Cayman Islands’ System of National Accounts Report 2020; and
  • Advised the Governor to approve the disposal of Crown Land Block 11D Parcel 92 and Block 11D Parcel 94.
