Cayman: Cabinet Post Meeting Summary

Her Excellency the Governor Mrs. Jane Owen, chaired the meeting of the Cabinet held on Tuesday, 2nd May, 2023 in the Cabinet Conference Room, Government Administration Building.

The Hon Deputy Premier acted for the Hon Minister for Financial Services & Commerce and Ms Reshma Sharma acted as Attorney General. All other Ministers and Members of Cabinet were present.

At this meeting Cabinet:

  • Reviewed and noted the Financial Statements and Annual Report of the Ministry of Education for the year ended 31st December 2022 and authorised the Hon Minister to table the Financial Statements and Report in Parliament in accordance with Section 44(6) of the Public Management and Finance Act (2020 Revision);
  • Approved the Public Lands (Amendment of Schedule) Regulations, 2023;
  • Approved the transfer to the Crown of Block 25C Parcel 276 and Block 25 C Parcel 300 for public purposes;
  • Approved the transfer to the Crown for public purposes of:

o Block 28C Parcels 183, 372, 367, 296, 382 and 352; o Block28DParcel275;and
o Block 32D Parcels 239, 218, 216 and 213.

  • Approved the transfer to the Crown for public purposes of: o Block9AParcel857; o Block4BParcel451;and o Block13DParcel304.
  • Approved the transfer to the Crown for public purposes of:

o Block 32B Parcel 458, Block 27D Parcel 470, Block 27E Parcel 167, Block 25C Parcel 413, Block 1D Parcel 680, Block 25C Parcel 421, Block 1D Parcel 704 and Block 38B Parcel 599;

o Block14DParcel98H47,Block27EParcel139H66,Block27DParcel228; o Block27CParcel766;and
o Block 1D Parcel 593 and Block 28B Parcel 294.

  • Approved the transfer to the Crown of road parcel Block 112A Parcel 156 for intended access by the general public;
  • Approved the issuance of an errata notice to repeal the previous Gazette notice published under Section 14 of the Roads Act (2005 Revision) and the publication of the road closure reserve located between Block 95B Parcel 129 and Block 95B Parcel 128REM1;
  • Approved the waiver of the CI$50 fee to rectify a land register for 90 calendar days beginning on 2nd May 2023;
  • Approved the waiver of Stamp Duty on the Purchase Agreement and Transfer of Land on the Crown’s acquisition of Block 72B Parcel 251;
  • Approved the issuing of drafting instructions to amend Section 159 of the Criminal Procedure Code (2021 Revision);
  • Reviewed and noted the Eighteenth Annual Report of the Law Reform Commission and authorised the Hon Attorney General to table the report in Parliament in accordance with Section 15 of the Law Reform Commission Act (2007 Revision);
  • Reviewed and noted the Twentieth Annual Report and Statistical Summary of the Financial Reporting Authority (FRA) for the year 1st January 2022 to 31st December 2022;
  • Refused the issuance of a Coastal Works Permit for the construction of a private residential dock with cabana in a Marine Protected Area, namely the South Sound Marine Reserve, offshore Block 15D Parcel 166, South Sound, Grand Cayman; and
  • Refused the issuance of a Coastal Works Permit to construct a private boat launching ramp in a marine protected area, namely the Queens Highway Marine Reserve, offshore Block 69A Parcel 89, East End, Grand Cayman.
