Cabinet Post Meeting Summary

Her Excellency the Governor Mrs. Jane Owen, chaired the meeting of the Cabinet held on Tuesday, 6th June 2023 in the Cabinet Conference Room, Government Administration Building.

Parliamentary Secretary, Heather Bodden acted as Temporary Minister for Tourism and Ports. All other Ministers and Members of Cabinet were present.

At this meeting Cabinet:

  • Approved the 75th Anniversary of Girls Brigade commemorative stamp issue as part of the 2023 stamp programme;
  • Approved the Christmas 2023 stamp issue as part of the 2023 stamp programme;
  • Approved the renewal of an import duty concession for The Watermark Limited;
  • Approved in accordance with section 11 (5) and (6) of the Public Management and Finance Act (2020 Revision) to increase TP 86 – Sister Islands Beaches and Community Clean-up by CI$300,000;
  • Approved the purchase of Block 32B Parcel 305, Block 32B Parcel 306, Block 1D Parcel 582, Block 1D Parcel 649 and Block 1D Parcel 705 for intended access by the general public and dedication of a 30 ft vehicular Right of Way over Block 1D Parcels 582, 649 and 705 in favour of the general public;
  • Approved the renewal of the tenancy of residence and grounds of Block 111E, Parcel 82 occupied by the Cadet Corps;
  • Approved the Ministry of District Administration and Lands to enter into negotiations regarding the disposal of a portion of Block 62A Parcel 6;
  • Approved the waiver of planning requirements in the public interest for the construction of 5 public restrooms and ancillary facilities in Grand Cayman and Cayman Brac;
  • Approved the re-appointment of Justin Woods as Chair of the Health Insurance Commission;
  • Approved for the Hon Minister for Planning, Agriculture, Housing and Infrastructure to table in Parliament the proposal to amend the Development Plan for the rezoning of Block 20D Parcels 447 (now 468 and 469) 448 and 451;
  • Approved the Approved Vaccine Course (Revocation) Notice, 2023;
  • Approved an exemption from Part 7 of the Immigration (Transition) Act (2022 Revision);
  • Approved in accordance with sections 11 (5) and 11 (6) of the Public Management and Finance Act the following:

o Increase TP 76 – Assistance for Infrastructure Development by CI$1,000,000 and decrease TP 84 – Agriculture Sector Development by CI$350,000; TP 113 – Agricultural Sustainable Production Programme by CI$500,000 and TP 90 – Assistance to GTR by CI$150,000;

o Increase EA 153 – Upgrade of National Parks by CI$500,000 and decrease EA 160 – Design and Construction of a new Civic Centre (Northward) by CI$500,000;

o Increase EA 142 – George Town Revitalisation by CI$1,500,000 and decrease EA 161 – Submarine Cable by CI$1,500,000;

o Increase FY2023 PAH 14 – Management of Planning Applications by CI$300,000 and decrease PAH 10 – Management of Government Properties by CI$300,000;

  • Reviewed and noted the Portfolio of the Civil Service’s Annual Report for the period ending 31st December 2022 and authorised the Hon Deputy Governor to table the Report in Parliament;
  • Approved the following:

o Removal of Rudy Ebanks as Chair and noted appreciation for his years of service;and

o Appointment of the following persons as Directors to the Utility Regulation and Competition Office Board: Samuel Jackson, Chair; Colin Berryman; Gavin Baxendale; Wrendon Timothy; Mike Gibbs and Stacey-Ann Kelly;

  • Approved in accordance with the Children Act (2021 Revision) and the Guardians Ad Litem (Panel) Regulations, 2012 the re-appointment of the following persons as Members of the Guardian Ad Litem Panel: Abraham Joseph, Camila Ferreira, Diane Ricketts, Hayley Allister, Kate Dunkley, Laura Clemens and Melissa Whorms;
  • Approved in accordance with the Notaries Public Act (2023 Revision) the application for appointment as a Notary Public for Anita Zagorski;
  • Noted the National Livestock Development Programme 2023 – 2027; and
  • Noted the Cayman Islands’ Consumer Price Index Report: January to March 2023.
