Cayman Cabinet Post Meeting Summary – 10 January 2023

His Excellency the Governor Mr. Martyn Roper, OBE, chaired the meeting of the Cabinet held on Tuesday, 10th January 2023 in the Cabinet Conference Room, Government Administration Building.

The Hon Premier acted for the Hon Minister for Education, District Administration and Lands and for the Hon Minister for Financial Services, Commerce, Investment, Innovation and Social Development and Ms. Reshma Sharma acted for the Hon Attorney General. All other Ministers and Members of Cabinet were present.

At this meeting Cabinet:

  • Confirmed noting by circulation the Financial Report for the Period 1st January 2022 – 30th November 2022;
  • Approved for the following companies to make application to the Grand Court for restoration to the Cayman Islands Register of Companies – Tasameem Strategic Fund SPC and White Lamp Ltd;
  • Approved the following in accordance with sections 11 (5) and 11 (6) of the Public Management and Finance Act (2020 Revision);

o Creation of a new Transfer Payment appropriation – TP 119 Professional Development and Service Projects in the Communities;

o Decreasing the 2022 appropriation of FED 1 Policy Advice, Governance and Ministerial Support Services by $75,000;

o Increasing the 2022 appropriation of TP 119 Professional Development and Service Projects in the Communities by $75,000;

o Decreasing the 2023 appropriation of FED 1 Policy Advice, Governance and Ministerial Support Services by $100,000;

o Increasing the 2023 appropriation of TP 119 Professional Development and Service Projects in the Communities by $100,000;

  • Approved the themes for National Heroes Day 2024 and 2025 to be announced by the Hon Premier at the 2023 National Heroes Day event;
  • Approved the publication of twenty-nine (29) revised Acts and Regulations;
  • Approved application consenting for an individual to Register Articles of Clerkship pursuant toRegulation 16(b) of the Legal Practitioners (Students) Regulations (2018 Revision);
  • Confirmed approval granted by circulation for:

o 2023 National Community Enhancement (NICE) Winter Programme (11th – 26th January 2023);

o Participants in the NICE project to be treated as volunteers to allow coverage by the Government’s public liability insurance;

o In accordance with sections 11 (5) and 11 (6) of the Public Management and Finance Act (2020 Revision), increase the 2023 appropriation of PAH 4 – Management of Public Recreational Facilities and Cemeteries by $550,000 to fund the NICE 2023 Winter programme.
