CABINET OF THE CAYMAN ISLANDS – POST MEETING SUMMARY

Cabinet Post Meeting Summary Monday,18th

Her Excellency the Governor Mrs. Jane Owen, chaired the meeting of the Cabinet held on Monday,18th September, 2023 in the Cabinet Conference Room, Government Administration Building.

Parliamentary Secretary, Mr Isaac Rankine acted as Temporary Minister for Youth, Sports, Culture and Heritage; Parliamentary Secretary, Ms Heather Bodden acted as Temporary Minister for Tourism and Ports; Chief Officer, Mrs Gloria McField-Nixon acted as Deputy Governor; and Solicitor General, Ms Reshma Sharma acted as Attorney General. All other Ministers and Members of Cabinet were present.

At this meeting Cabinet:

  • Approved the Immigration (Transition) (Monetary Authority Work Permit Exemption) Regulations, 2023;
  • Approved in accordance with section 159 of the Companies Act (2023 Revision) for the following companies to make applications to the Grand Court for restoration to the Cayman Islands Register of Companies: Danat India Investment Company; Morton Holdings Ltd; Bay Island Corporation; HaisThera Associates Co. Ltd.; PEG Global Private Equity IX Offshore Special L.P.; Energy Dynamics Ltd.; and Discovery Express Ltd;
  • Approved the appointment of Andrea Stevens as Executive Secretary of the Development Control Board;
  • Recommended that Her Excellency the Governor approve the disposal of the freehold interest for 17 Parcels to the National Housing Development Trust in exchange for Block 49C Parcel 121 and Block 49A Parcel 15 (part);
  • Approved for the Ministry of District Administration and Lands to commence negotiations regarding the disposal of the freehold interest of Block 25B Parcel 470 (part);
  • Approved the amendment to the Terms of Reference for the National Youth Commission and the appointment of Johann Moxam as Chair to the Commission;
  • Recommended that Her Excellency the Governor exercise her powers under section 3(1) of the Colonial Prisoners Removal Act for the return of a prisoner to the Overseas Territory of Bermuda;
  • Approved the issuance of drafting instructions to amend the Stamp Duty Act (2019 Revision), Land Holding Companies Share Transfer Tax Act (2022 Revision) and Land Holding Companies Share Transfer Tax Regulations;
  • Approved an exemption from Part 7 of the Immigration (Transition) Act (2022 Revision);
  • Approved in accordance with sections 11(5) and 11(6) of the Public Management and Finance Act (2020 Revision) to decrease HES 1 – Policy Advice and Ministerial Servicing to the Minister for Health and Wellness by CI$1.7 million and increase EI 53 – Ministry of Health and Wellness by CI$1.7 million; and
  • Noted the Chief Medical Officer intention to promulgate rules pursuant to section 14 of the Misuse of Drugs Act (2017 Revision).

His Excellency the Acting Governor Mr. Franz Manderson, MBE, Cert. Hon. chaired the special meeting of the Cabinet held on Thursday, 21st September 2023 in the Cabinet Conference Room, Government Administration Building.

The Hon Minister for Financial Services, Commerce, Investment, Innovation and Social Development acted for the Hon Minister for Youth, Sports, Culture and Heritage and Mrs. Gloria McField-Nixon acted as Deputy Governor. All other Ministers and Members of Cabinet were present.

At this meeting Cabinet:

• Approved in accordance with section 12 of the Public Management and Finance Act (2020 Revision) appropriation increases totaling $68,774,170.
