CABINET OF THE CAYMAN ISLANDS – POST MEETING SUMMARY

Her Excellency the Governor Mrs. Jane Owen, chaired the meeting of the Cabinet held on Tuesday, 9th

April, 2024 in the Cabinet Conference Room, Government Administration Building.

The Hon Premier and Minister for Education, District Administration and Lands and Finance and

Economic Development was absent with permission and Mrs Heather Bodden, Parliamentary Secretary

acted for the Hon Minister for Tourism and Ports. Apologies were extended for the Hon Minister for

Youth, Sports and Heritage. All other Ministers and Members of Cabinet were present.

At this meeting Cabinet:

• Confirmed approval granted by circulation on 21st March 2024 for the exemption from planning

permission for the construction of a community park, a parking lot and fencing;

• Confirmed approval granted by circulation on 22nd March 2024 for the identification of a

prohibited immigrant and establishment of a stop list in accordance with sections 108 and 109(g) of

the Customs and Border Control Act (2024 Revision);

• Confirmed approval granted by circulation on 27th March 2024 for the 2023 Supplementary Plan

and Estimates and the Supplementary Appropriation (January 2023 to December 2023) Bill, 2024;

• Confirmed approval granted by circulation on 27th March 2024 for the Immigration (Transition)

(Work Permit Exemptions) Regulations, 2020 (Repeal) Regulations, 2024;

• Approved the Strategic Outline Case prepared for the Procurement of Meal Providers for the Public

Schools Meal Programme;

• Approved amendments to the Anti-Money Laundering Regulations, 2024;

• Approved the purchase of Block 95B Parcel 17;

• Approved the renewal of lease of storage premises for the Department of Tourism;

• Approved the renewal of lease of office premises for the Elections Office;

• Approved the renewal of lease of office premises for the Office of the Director of Public

Prosecutions;

• Approved new public road works comprising the extension of Booby Drive, Cayman Brac as

depicted by Boundary Plan 677 and publication of the declarations in accordance with sections 3

and 6 of the Roads Act (2005 Revision);

• Approved the following appointments and re-appointments of persons to the Copyright Appeals

Tribunal and the Trade Marks Appeal Tribunal: Dianne McClure, Chair; Marissa Longsworth,

Deputy Chair; John Foster, Member; Derek Jones, Member; and Abraham Mathew, Member;

• Approved the re-appointment of the following persons to the Civil Aviation Authority Board: Ian

Pairaudeau, Chair; Sherice Arman, Deputy Chair; William McTaggart Jr., Director; Gina Berry,

Director; Joel Burke, Director; Kristen Watler-Miller, Director; Terry-Ann Arch, Director; and

Deloris Gordon, Director (public officer);Page 2 of 3

• Approved the re-appointment of Langlie Powery as a Member of the Board of the Special

Economic Zone Authority;

• Approved the issuance of drafting instructions to amend the definition of ‘JobsCayman’ in the

Immigration (Transition) Work Permit Regulations, 2020;

• Approved the declaration of classification of land as public road as defined by Prescribed

Composite Map No 325 in accordance with section 5 of the Roads Act (2005 Revision);

• Approved exemption from planning permission for various works to improve Kaibo Public Beach

and Park;

• Approved the issuance of a Coastal Works Permit to construct a dock and cabana adjacent offshore

to Block 45A Parcel 62;

• Approved the issuance of a Coastal Works Permit to construct an additional dock and after-the-fact

Permitting offshore Block 33B Parcel 65;

• Approved the extension of the Coastal Works Permit for the construction of a dock and cabana

offshore Block 59A Parcel 258;

• Approved the issuance of a Coastal Works Permit for the construction of a seawall on property

adjacent to Block 24B Parcel 215;

• Approved the issuance of a Coastal Works Permit for an after-the-fact construction of a dock and

cabana adjacent to Block 74A Parcel 74;

• Approved the extension of a Coastal Works Permit for the construction of a commercial concrete

dock on Block 13EH Parcels 6 and 167;

• Approved the Summary Jurisdiction (Amendment) Bill, 2024 for onward submission to

Parliament;

• Approved the signing of a 6-month tenancy agreement to accommodate visiting research scientists;

• Approved the extension of a Coastal Works Permit for the removal of part of an existing dock and

construction of a new dock on Block 53A Parcels 102 and 103;

• Labour Tribunal:

o Accepted the resignations of Petrina Moore and Hartwell A. McCoy Jr. as Members and

thanked them for their service;

o Approved the following re-appointments and appointments to the Labour Tribunal: Nick

Hoffman, Chair; Angelita Edwards, Deputy Chair; Cashema Clarke, Deputy Chair;

Michelle Coleman, Deputy Chair; Nadine McBean, Deputy Chair; Vincent Frederick,

Deputy Chair; Noel Webb, Deputy Chair; Pamela Duncan, Member; Nanalie Cover,

Member; Luisa Hernandez, Member; Gary Berry, Member; Anya Rankin-Christian,

• Noted the Cayman Islands’ Labour Force Survey Report: Fall 2023; and

• Noted the Financial Report for the period 1st January 2024 – 29th February 2024.
