Cabinet of the Cayman Islands – Post Meeting Summary

Cabinet Post Meeting Summary

Her Excellency the Governor Mrs. Jane Owen, chaired the meeting of the Cabinet held on Tuesday 12th September, 2023 in the Cabinet Conference Room, Government Administration Building.

Hon Minister Andre Ebanks acted for Minister for Border Control and Labour, Parliamentary Secretary Isaac Rankine acted as Temporary Minister for Youth, Sports, Culture and Heritage and Solicitor General, Ms. Reshma Sharma acted as Attorney General. Hon Sabrina Turner – Minister for Health and Wellness and Home affairs was absent. All other Ministers and Members of Cabinet were present.

At this meeting Cabinet:

  • Reviewed and noted the Ministry of Sustainability and Climate Resiliency’s Annual Report for the year ended 31st December 2021 and authorised the Hon Minister for Sustainability and Climate Resiliency to present the Annual Report to Parliament;
  • Approved the appointment of the following persons to their updated positions on the Development Control Board: Zanda McLean as Member and Delano Lazzari as Deputy Chairperson, Member;
  • Acknowledged the existing lease of Crown land Block OPY Parcel 188 and the initial lease terms including the tenant options that were approved in 2012. Cabinet also noted the terms of the new lease and declined the tenant’s request to purchase the freehold interest in the Parcel;
  • Reviewed and noted the Annual Report and Audited Financial Statements of the Sister Islands Affordable Housing Development Corporation for the 12-month period ending on 31 December 2022 and authorised the Hon Minister for District Administration and Lands to present the Annual Report and Financial Statements in Parliament;
  • Reviewed and noted the Civil Aviation Authority of the Cayman Islands (CAACI) Annual Report 2022 and Audited Financial Statements for the year ended 31 December 2022 and authorised the Hon Minister for Financial Services and Commerce to present the Annual Report and Financial Statements to Parliament;
  • Recommended to Her Excellency the Governor the promotion within the Cayman Islands Cadet Corp of Captain Halston Farley to the rank of Major and the publication thereof in the Gazette;
  • Approved the donation of decommissioned equipment to the Empresa Hondurena Infraestructura Servicios Aeroportuarios (EHISA) and Santos Guardiola Fire Department, Roatan, Honduras;
  • Approved in accordance with sections 11(5) and 11(6) of the Public Management and Finance Act (2020 Revision) the reduction of EA-160 – Design and Construction of a New Civic Centre (Northward) by $1,325,000, the increase of EA-78 Government Administration Building by $400,000, the increase of EA-151 Ramps and Jetties by $425,000 and the increase of EA-153 Parks and Upgrades by $500,000;
  • Reviewed and noted the Annual Report and Audited Financial Statements of the Portfolio of Legal Affairs for the year ended 31st December 2022 and authorised the Hon Attorney General to present the Annual Report and Financial Statements in Parliament;
  • Reviewed and noted the Annual Report of the Cayman Islands National Insurance Company for the year ended 31 December 2022 and authorised the Hon Minister for Finance and Economic Development to present the Annual Report to Parliament;
  • Reviewed and noted the Annual Report of the Cayman Islands Development Bank for the year ended 31 December 2022 and authorised the Hon Minister for Finance and Economic Development to present the Annual Report to Parliament;
  • Approved the National Pensions (Amendment) Bill, 2023, and its tabling in Parliament at its next sitting; and
  • Approved the establishment of a Cayman Islands Government Office in Singapore, Asia and the incorporation of a private limited company to be a subsidiary company of the Cayman Islands Government in Singapore by the end of 2023.
