Cabinet of the Cayman Islands – Post Meeting Summary

Her Excellency the Governor Mrs. Jane Owen, chaired the meeting of the Cabinet held on Wednesday 21st June, 2023 in the Cabinet Conference Room, Government Administration Building.

The Hon Premier acted for the Hon Minister for Financial Services, Commerce, Investment, Innovation and Social Development, Mr Isaac Rankine acted for the Hon Minister for Youth, Sports, Culture and Heritage and Ms Reshma Sharma acted as Attorney General. The Hon Minister for Tourism and Ports was absent with permission. All other Ministers and Members of Cabinet were present.

At this meeting Cabinet:

  • Approved refunds of stamp duty pursuant to section 20 (6)(a) of the Stamp Duty Act (2019 Revision) to qualified entities/persons in accordance with the Cabinet decision made on 15th December 2020;
  • Approved in accordance with section 11(5) and (6) of the Public Management and Finance Act (2020 Revision) to increase EGA 10 – Education, Early Childhood and Support Services by CI$81,697 and decrease EGA 1 – Policy Advice, Governance and Ministerial Support Services by $81,697;
  • Approved in accordance with section 11(5) and (6) of the Public Management and Finance Act (2020 Revision) to increase EI 12 – Ministry of Education by CI$163,360 and decrease NGS 91 – Public Schools Meal Programme by CI$163,360;
  • Advised that approval should be given to approve the ownership claim of Block 25B Parcel 430, the transfer of the property to the owner and the preparation of a Report in accordance with sections 10(1) and (2) of the Governor (Vesting of Lands) Act (2005 Revision) for tabling in Parliament;
  • Approved the lease of Block 13EH Parcel 4 by the Ministry of Tourism;
  • In relation to the Work Permit Board:

o Accepted the resignation of Ms. Maxine Bodden-Robinson and noted gratitude for her service;

o Approved the appointment of the following persons to the Board; Robert Whittaker, Chair; Jerry Wallace Wood, Deputy Chair and Judy-Ann Morgan, Member;

• In relation to the Labour Tribunal:
o Accepted the resignations of Robert Henry Jones and Donnette Goddard, Chairs of the

Labour Tribunal and noted gratitude for their service;

o Removed Gregory Barnes as Chair of the Labour Tribunal and noted gratitude for his service; and

o Approved the appointment of the following persons to the Labour Tribunal: James Kennedy, Chair and Keith Myers, Chair;

• In relation to the Labour Appeals Tribunal:
o Accepted the resignation of Theresa Pitcairn, Chair and Seeima Kappor, Deputy Chair of the Labour Appeals Tribunal and noted gratitude for their service;
o Approved the appointment of the Robert Jones as Chair of the Labour Appeals Tribunal;

  • Approved the exemption from the provision of section 11(4)(e) of the Local Companies (Control) Act (2019 Revision) to EY Cayman Services NewCo Ltd and EY Cayman NewCo Ltd;
  • Approved the appointment of the following person to the Development Control Board – Edgar Ashton Bodden, Cert Hon, Chair; Zanda McLean, Deputy Chair; Jason McLaughlin, Member; Elsie Kynes, Member; Carol Busby, Member; Delano Lazzari, Member and Miguel Martin, Ex- Officio Member;
  • Approved the grant of a Cabinet Permit for a prohibited immigrant to temporarily re-enter the Cayman Islands as a visitor for a period of two weeks;
  • Noted the National Health Service Quota System which has been established in partnership with Overseas Territories Joint Ministerial Committee, UK Department of Health and Social Care and UK Overseas Territories; and
  • Noted the forthcoming launch of a community engagement initiative led by the Cayman Islands Fire Service to provide free home safety checks to households across the three islands.dPublished by the Cabinet Office on Wednesday, 28th June, 2023.Guidance Notes:
