Bridger and Polaine are now booked for conference featuring Cayman’s “Tempura”

At the OffshoreAlert Conference May 4-6 2014 Miami The Ritz-Carlton, South Beach, Florida, USA, Cayman Islands costliest and most reported topic, the ‘notorious’ “Operation Tempura” is on the agenda.

With Dan Duguay and John Evans already being booked, they are both now joined by Martin Polaine and Martin Bridger, who was originally booked, then his name was missing from the speakers, but now has been confirmed.

SPEAKER BIOGRAPHY

Martin was previously a senior Metropolitan Police officer and brings with him an exceptional blend of policing experience, operating within both the Criminal Investigation Branch (CID) and uniform department.

As a detective, Martin not only worked in a number of units dealing with serious and organised crime, both nationally and internationally, but also led on investigations in over twenty countries, many involving the deployment of covert facilities and techniques.

On behalf of the Ombudsman’s Office in Northern Ireland, he led the investigation into whether the Omagh bombing of 1998 (which killed 29 people) could have been prevented. His investigation led to a fresh inquiry into the atrocity.

Martin also served as the Borough Commander of Ealing and was then appointed as Commander to Lambeth, one of the largest boroughs in London and described by HMIC as ‘one of the most complex and challenging policing areas in Europe’. In his role as Borough Commander, he was responsible for over 1000 police officers and 300 police staff.

Following the police shooting of Jean Charles De Menezes, Martin, as Borough Commander, led on community engagement and reassurance in the wake of unprecedented public concern and international scrutiny. At the same time, Martin took forward with the community the countering of violent extremism. His approach was subsequently identified as good practice by the Independent Police Complaints Commission and has been used as the basis for the UK government’s “Preventing Violent Extremism” strategy.Since leaving the police service, Martin has been engaged as a consultant by, amongst others, the Council of Europe, EU, UNODC and various commercial organisations.

SPEAKER BIOGRAPHY

Martin was previously engaged in a temporary position at Commonwealth Secretariat, where he helped the permanent staff in the Legal & Constitutional Affairs Division in technical assistance and capacity building activities being carried out on behalf of Commonwealth States. The work spanned a number of topic areas including anti-corruption, counter-terrorism, international co-operation and international criminal law. Martin assisted in the preparation of papers and training materials, and in the preparation and logistics for meetings, workshops and conferences.

Amongst the work undertaken by Martin at Commonwealth Secretariat, he helped with the preparation of the Commonwealth/Chatham House Anti-Corruption Conference in 2006. In particular, he played a part in identifying and inviting speakers and other participants from around the world.

At SBP, Martin undertakes research and preparation work, particularly for training and capacity building programmes. He also provides support to Arvinder Sambei and to other specialists conducting work on behalf of SBP.
