Cayman: URCO issues operating permit for Two Crew Quickstop service station in North Side

GRAND CAYMAN, Cayman Islands – 11 March 2026.
The Utility Regulation and Competition Office (URCO) is pleased to confirm that it has
approved the issuance of a Fuel Operating Permit to KD Legacy Ltd., trading as Two
Crew Quickstop, located at 1779 Old Man Bay, North Side, Grand Cayman.

This approval marks an important step toward restoring fuel service at the location
formerly known as Jack’s Esso II, which had previously been closed for retail fuel supply
since late 2023 due to safety issues. URCO welcomes the reopening of this essential
service for the North Side community and thanks the new management for its work
towards meeting the various compliance requirements.

Hon. Minister Jay Ebanks, Member for North Side, welcomed the reopening, stating:
 “I
understood the reasons for the original closure of this station due to serious safety issues
being identified, and the safety of North Side residents must always come first. I am now
pleased that the new management has worked with the regulator to meet the required
standards and restore this important service to the community.”

Hon. Rolston Anglin, Minister responsible for URCO, said:
 “This is a positive outcome for
the North Side community. I want to thank the new operators for their cooperation and
commitment to meeting the required standards. This permit issuance reflects the
importance of working collaboratively with regulators to restore services safely,
responsibly, and in a way that builds public confidence.”

Sonji Myles, Interim Chief Executive Officer of URCO, added:
 “URCO welcomes the
reopening of this North Side service station and the restoration of an important
convenience for residents. Having been closed since late 2023, it was critical that all
deficiencies were properly addressed before operations were allowed to resume. We
appreciate the constructive engagement from the new operators and their
responsiveness throughout the permitting process. Our fuels team will continue to work
with the operator through the final pre-opening steps, including pump calibration, and we
look forward to supporting ongoing compliance so the station can operate safely andreliably for the community.”

URCO notes that the new operators are in the process of acquiring their fuel products.
Once the Office is notified that this is done, a URCO Fuel Inspector will attend to test the
station’s pumps’ calibration. Once proper calibration is confirmed, the green light to
dispense fuel will be given.
