Cayman: Premier: Productive Parliament Sittings Move Government’s Broad Outcomes Forward

The NCFC Government, led by the Premier the Hon. André Ebanks, welcomed a highly productive four days in Parliament as a number of our country’s longstanding challenges were addressed collaboratively by elected leaders on both sides of the aisle. 

Significant legislative and policy initiatives to protect vulnerable members of the Caymanian community, maintain our Islands’ standing as a globally recognised financial services centre of excellence, and modernise the systems through which Government serves the public, were advanced during the 4-10 March sitting.

Premier Ebanks said Parliament’s decisions reflected meaningful steps toward fulfilling the Government’s Broad Outcomes for 2026–2028.

“Many of the issues debated and resolved in Parliament last week and this week are matters that Caymanians – for years – have asked to be addressed. The question has never been whether these challenges exist; it has been how they should be resolved,” he said. “This Government is focused on delivering those results thoughtfully, responsibly and with the long-term interests of Caymanians at the centre.”

Strengthening Fairness and Opportunity for Caymanians

In all, Parliament unanimously approved 10 Government Bills. 

Among these, Parliament passed the Immigration (Transition) (Amendment and Validation) Bill, 2026, which clarifies elements of the immigration framework while ensuring that the law is applied fairly and consistently.

The legislation forms part of Government’s broader work to modernise immigration processes, support Caymanian identity and dignity, and improve efficiency for businesses and workers who depend on timely decision-making.

“Immigration policy touches directly on opportunity, fairness and the future of our Islands,” Premier Ebanks said. “Our goal is to ensure that the system is revamped, then conducted broadly as envisaged, to protect Caymanians while operating with clarity and efficiency for all.”

This Bill supported Broad Outcome 1: Education, Immigration and Workforce Development.

Improving Health and Social Protection

Parliament also advanced reforms to the health insurance framework through the Health Insurance (Amendment) Bill, 2026 and the Health Insurance Commission (Amendment) Bill, 2026, which improve how medically necessary assistance is determined and delivered to those most in need.

These measures support the Government’s commitment to protecting vulnerable members of the community and ensuring that healthcare support systems operate more effectively and without unnecessary delays.

These Bills supported Broad Outcome 4: Health and Social Development.

Maintaining Cayman’s Global Economic Leadership

A further set of measures focused on strengthening Cayman’s regulatory framework for the financial services sector. Parliament advanced amendments to the Virtual Asset (Service Providers) Act, the Mutual Funds Act, and the Private Funds Act, establishing a framework to support the tokenisation of investment funds while maintaining alignment with international standards and best practices.

Premier Ebanks, who also is Minister for Financial Services and Commerce, said these legislative advancements reinforce Cayman’s established reputation as a well-regulated centre of excellence and innovation.

“Our financial services industry remains a cornerstone of Cayman’s economy and a key source of opportunity for our people. Ensuring that our regulatory framework evolves alongside global innovation is essential to maintaining the Cayman Islands’ reputation for integrity, stability and leadership.”

These Bills supported Broad Outcome 3: The Economy.

Constructive and Collaborative Parliamentary Engagement

Premier Ebanks thanked Members of Parliament for their engagement and collaboration during the debates which, in addition to Government’s 10 Bills, included the Opposition’s 54 questions to Government on a range of subjects; and 14 Government and Private Members’ Motions on community safety, youth wellbeing and environmental sustainability, including motions relating to recycling, public safety and the protection of young people in the digital environment.

Similar to the 10 Bills, the Premier recognised that a number of these motions passed with Parliament’s unanimous support, reflecting areas where the national interest transcends political differences.

“I sincerely thank all Members of Parliament, including colleagues on the Opposition benches, for their thoughtful participation in these proceedings,” Premier Ebanks said. “When we approach our country’s challenges with respect and seriousness, we bolster our democracy and our ability to deliver for the people of the Cayman Islands.”

He also thanked Speaker of the House the Hon. D. Ezzard Miller and the House of Parliament staff, for upholding Parliamentary procedure as an essential foundation of the Cayman Islands’ good governance and democratic process. 

Progress Through Listening and Partnership

Premier Ebanks emphasised that delivering the Government’s Broad Outcomes will require sustained and meaningful engagement with the public, businesses and community organisations across the Cayman Islands.

“Advancement is a process,” he said. “And to keep advancing, the NCFC Government invites persons in the public sector, private sector, civil society and our communities to keep leaning in and working with us. For our part, Government will continue listening carefully, refining policies where needed to ensure that the solutions we implement truly serve the people of these Islands.”

The Premier also affirmed that the NCFC Government’s Coalition Agreement has proven its value as a clear, principled framework for both internal governance and external collaboration.

“The work of this Parliament shows that this Government is committed to turning commitments into results, because the people of the Cayman Islands deserve nothing less than promises made and promises kept,” Premier Ebanks said.
