CABINET OF THE CAYMAN ISLANDS – POST MEETING SUMMARY

A meeting of the Cabinet was convened on Friday, 21st November 2025 in the Cabinet Conference Room,

Government Administration Building, presided over by His Excellency the Acting Governor, Mr. Franz Manderson.

Parliamentary Secretary, Ms. Heather Bodden, acted for the Hon Minister for Health, Environment and Sustainability and Mrs. Gloria McField-Nixon acted as Deputy Governor. All other Ministers and Members of Cabinet were present.

At this meeting Cabinet:

Reviewed and noted the Cayman Islands Stock Exchange Ltd.’s Annual Report for the period

ending 31st December 2024 and authorised the Hon Minister to table the Annual Report in

Parliament;

Reviewed and noted the Ministry of Health’s Annual Reports for the financial years 2013-14,

2014-15, 2015-16, 2016-17, 2018 and 2019 and authorised the Hon Minister to table the Annual

Reports in Parliament;

Approved 4 (four) re-entry applications pursuant to section 109(e) of the Customs and Border

Control Act (2025 Revision);

Approved for 4 (four) unoccupied Automated Weather Observing Systems to be installed on

Crown land in Grand Cayman (2), Cayman Brac (1) and Little Cayman (1);

Approved the transfer of fixed asset Cayman Islands Environmental Centre from the Ministry of

Planning, Lands, Agriculture, Housing and Infrastructure to the Ministry of Health, Environment

and Sustainability;

Reviewed and noted the Ministry of Planning, Agriculture, Housing, Infrastructure, Transport and

Development’s Annual Report for the fiscal year ending 31st December 2023 and authorised the

Hon Minister to present the Annual Report to Parliament;

Approved the issuance of drafting instructions for the Immigration (Transition) (Arrangements of

Convenience) Regulations, 2025;

Confirmed approval granted by circulation on 20th November 2025 of the Customs Tariff

(Amendment of Schedule 2) Order, 2025 and its publication;

Approved the reallocation of funds for the Cabinet Office, which will be reported to Parliament in

accordance with sections 11(5) and 11(6) of the Public Management and Finance Act (2020

Revision);

Refused a request to reproduce the Cayman Islands Flag;

Approved the re-appointment of the following persons to the Cayman Islands Stock Exchange

Council: Anthony Travers, Chair; Nick Freeland, Vice-Chair; Barry Smith, Member; Sophia

Dilbert, Member; Mark Lewis, Member; Dax Basdeo, Member (non-voting); and Tracey Forbes,

Member;

Approved the Tax Information Authority (International Tax Compliance) (Common Reporting

Standard) (Amendment) Regulations, 2025;

Approved the Tax Information Authority (International Tax Compliance) (Crypto-Asset Reporting Framework) Regulations, 2025;

Approved the issuance of 2 Coastal Works Permit for the construction of docks;

Approved the lease of office space for the Ministry of Planning, Lands, Agriculture, Housing and

Infrastructure;

Approved:

o the implementation of vehicle safety standards for the Cayman Islands;

o the adoption of the high-level vehicle safety standards for the Cayman Islands; and

o the issuance of drafting instructions for vehicle safety standards regulations;

Approved pursuant to section 4(1) and (2) of the Public Transport Appeals Tribunal Regulations

2025 the following appointments to the Public Transport Appeals Tribunal: Edward George Saint

Paul Ebanks, Chair; Suzanne Bothwell, Deputy Chair; Mark Orr, Member; Andre Archer, Member;

Gueva Richards, Member; Erika Dingler Member; and Chief Officer or his designate in the

Ministry responsible for Transportation as Secretary;

Approved the Traffic (Amendment) Regulations, 2025, the Traffic (Electronic Vehicle Registration) Regulations, 2025, the Public Transport Appeals Tribunal Regulations, 2025 and the presentation of the Traffic (Amendment and Validation) Bill to Parliament;

sApproved the issuance of drafting instructions of a Labour (National Minimum Basic Wage)

Order;

Noted the Seven Mile Beach Nourishment Project; and Noted the Cayman Islands’ Consumer Price Index Report: July to September 2025.
