Cayman Cabinet Post Meeting Summary 13 August 2025

A meeting of the Cabinet was convened on Wednesday, 13th August, 2025 in the Cabinet Conference
Room, Government Administration Building.

Hon Gary Rutty acted as Hon Premier, the Hon Katherine Ebanks-Wilks acted as Deputy Premier; the Hon G Wayne Panton acted as Minister for Financial Services and Commerce and the Hon Heather Bodden acted as Minister for Social Development, Innovation, Youth, Sports, Culture and Heritage. All other Ministers and Members of Cabinet were present.

At this meeting Cabinet:

a) Approved the issuance of drafting instructions to amend the Status of Children Act, 2003, to repeal
relevant provisions of the Affiliation Act (1995 Revision), to amend and develop regulations for
the Children (Amendment) Act, 2024, to develop regulations for the Adoption Act, 2024 and for
any other consequential amendments to the Status of Children Act, 2003, Children (Amendment)
Act (2024 Revision), Adoption Act, 2024 and the Affiliation Act (1995 Revision);


b) Approved the issuance of drafting instructions for the preparation of new stand-alone
Environmental Health Bill and consequential amendments to the Public Health Act (2021
Revision);


c) Approved the submission of the proposed rezoning of parcel under Proposal RZ20-0007 to
Parliament for consideration;


d) Approved the submission of the proposed rezoning of parcel under Proposal RZ23-0005 to
Parliament for consideration;


e) Approved completion of the new public road on Cayman Brac and publication of the section 5
Declaration for Prescribed Composite Map 362;


f) Supported the Cayman Islands Airports Authority disposing of approximately 0.10-acre portion of
Block 20C Parcel 78;


g) Noted the annual review of the Immigration (Transition) (Monetary Authority Work Permit
Exemption) Regulations, 2023 and approved the issuance of drafting instructions for new
Regulation under section 53(1)(e) of the Immigration (Transition) Act (2022 Revision);


h) Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) for adjustment of appropriation to the Ministry of Education and Training to increase TP
30 – Local and Overseas Scholarships and Bursaries by CI$6,395,300;


i) Approved the Strategic Outline Case on Public Transport in the Cayman Islands and approved for
the Ministry to proceed with the Outline Business Case stage;


j) Approved pursuant to section 6(3)(a) of the Public Lands Act (2024 Revision) for the appointment
of Edward Chisholm as Chair of the Public Lands Commission;

k) Approved pursuant to section 3(4)(a) of the Public Transport Act, 2024 for the appointment of the
following persons to the Public Transport Board: David Bodden, Chair; Patricia Ulett, Member
(Deputy Chair); Collin Redden, Member; Davis Scott, Member; Javier Medina, Member; Judy
Powery, Member; Chief Officer or designate, Ministry of Planning, Lands, Agriculture, Housing
and Infrastructure, Ex-officio Member; Public officer, Ministry of Tourism, Ex-officio Member;
CI Port Authority, Ex-officio Member; and CI Airport Authority, Ex-officio Member; and


l) Pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020 Revision) to
increase PAH 10 – Management of Government by CI$400,000.
