CABINET OF THE CAYMAN ISLANDS – POST MEETING SUMMARY

A meeting of the Cabinet was convened on Wednesday, 6th August, 2025 in the Cabinet Conference Room, Government Administration Building.

Hon G Wayne Panton acted for the Minister for Caymanian Employment and Immigration and for the
Minister for Health, Environment and Sustainability. All other Ministers and Members of Cabinet were
present.

At this meeting Cabinet:


a) Confirmed the approval granted by circulation on 30th July, 2025 for the renewal of a lease of
office premises for the Royal Cayman Islands Police Service on Cayman Brac;
b) Confirmed the approval granted by circulation on 30th July, 2025 for the renewal of lease of land
for supplementary car parking for WORC;
c) Confirmed the approval granted by circulation on 1st August, 2025, pursuant to section 37 of the
Exempted Limited Partnership Act (2025 Revision) for Haitong Capital International Investment
Fund L.P. to make an application to the Grand Court for restoration to the Cayman Islands Register
of Exempted Limited Partnerships,
d) Confirmed the approval granted by circulation on 1st August, 2025, pursuant to section 159 of the
Companies Act (2025 Revision), for the following companies: Black Tulip Yachting Ltd.; Haitong
Innovation International Capital Management Co., Ltd; and Frontier Global Technologies Holding
Inc. to make an application to the Grand Court for restoration to the Cayman Islands Register of
Companies;
e) Approved the Registered Land (Amendment) Bill, 2025 and for the Hon Minister of Planning,
Lands, Agriculture, Housing and Infrastructure to present the Bill in Parliament;
f) Reviewed and noted the Cayman Islands National Attractions Authority’s Annual Report for the
year ended 31st December 2023 and authorised the Hon Minister for Tourism and Trade
Development to table the Annual Report in Parliament;
g) Approved the issuance of a Coastal Works Permit for the construction of an extension to an
existing, previously approved dock for Block 17A Parcel 91H18 (Lot 19);
h) Approved the issuance of a Coastal Works Permit to carry out the infilling of a cove offshore to
Block 2C Parcel 100;
i) Approved the issuance of a Coastal Works Permit for the 77 square foot extension and change of
footprint of an existing dock to Block 33E Parcel 147 (formerly Block 33E 43);
j) Approved the issuance of a Coastal Works Permit to construct a residential dock to Block 33E
Parcel 38;
k) Approved the issuance of a Coastal Works Permit to construct a private residential dock offshore
Block 80A Parcel 58;
l) Approved the issuance of a Coastal Works Permit for the construction of a dock offshore Block
33B Parcel 3;
m) Approved the issuance of drafting instructions to amend the Development and Planning Act, (2021
Revision), and its associated Regulations;
n) Approved the issuance of drafting instruction to amend the Disabilities (Solomon Webster) Act
2016, the development of supplemental Regulations and a Commencement Order;
o) Approved:
o The Final Report of the Law Reform Commission titled “Appeals Tribunals”; and
o The issuance of drafting instruction to finalise the supporting Administrative Appeals
Tribunal Bill 2025;
p) Approved pursuant to section 8(5) of the Health Services Authority Act (2018 Revision) the
appointment of the following persons to the Board of Directors of the Health Services Authority:
Joy Vernon, Chair; Dr. Neely M. Panton, Deputy Chair; Dr. Hazel Brown, Director; Petrina Moore,
Director and Michelle Coleman, Director;
q) Approved:
o The purchase of Block 4B Parcel 381;
o Pursuant to section 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) to decrease EI 12 – Ministry of Education by CI$2,300,000 and increase EA 4 –
Land Purchase by $2,300,000;
r) Approved for the Public Lands Commission to temporarily close the registered public 6ft right of
way to the seashore along the north boundary of Block 13B Parcel 2 for a period of 90 days, to
facilitate beach renourishment in the vicinity of the Marriott;
s) Approved pursuant to section 3 (2) and (5) of the Development and Planning Act (2021 Revision)
the following appointments to the Central Planning Authority Board: Ian Pairaudeau, Chair;
Handel Whittaker, Deputy Chair; Troy Powery, Member; Robert Bodden, Member; Dominic
Williams, Member; Richard Hurlstone Sr., Member; Peter Campbell, Member; Kenneth Ebanks,
Member; Eduardo Thompson, Member; Betty-Ann Ebanks, Member; Christine Maltman, Member;
Osbert Francis, Member; Stephen Tatum, Member; and Director of Planning or designate,
Executive Secretary;
t) Approved the issuance of drafting instructions to finalise Micro and Small Business Incentives
Regulations;
u) Approved the revocation of appointments to the Board of Directors of Cayman Airways Ltd and
the appointment of the following persons to the Board of Directors of Cayman Airways Ltd: David
Ritch, Chair; Kris Bergstrom, Deputy Chair; Wanda Ebanks, Director; Ryan Bolz, Director;
Miguel Martin, Director; Letitia Lawrence, Director; Larry Tibbetts, Director; Joanne Lawson;
Director; Director of Tourism or nominee, Ex-Officio Director (non-voting); Financial Secretary or
nominee, Ex-Officio Director (non-voting); Chief Officer for Tourism or nominee, Ex-Officio
Director (non-voting); and Chief Executive Officer, Cayman Airways, Secretary;
v) Approved the issuance of a Coastal Works Permit for the replacement of scours protection, the
renourishment of beach, the construction of two shore-perpendicular, low crested rock groyne of
135 feet in length, and the relocation of approximately 231 existing reef balls on Crown seabed
offshore to Block 13B Parcels 2, 1, and 193;
w) Approved the Unaudited Quarterly Financial Report for the six-month period ended 30th June 2025
and for the Hon Minister of Finance and Economic Development to table the Report at the next
sitting of Parliament;
x) Approved the title and definition for the 2026 National Heroes Day theme “Physical Infrastructure”
and the National Recognition 2026 Award Categories and Criteria;
y) Approved the following:
o The revised Terms of Reference of the National Youth Commission; and
o The appointment of Brittany MacVicar, Chair and Leanni Tibbetts, Community
Engagement Advisor to the Commission;
z) Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) the reallocation of CI$380,000 from TP 60 – Housing Assistance to TP 41 – Financial
Assistance; and
aa) Noted the Cayman Islands’ Household Budget Survey 2023’
