Subject:  Urgent Notification—US Sanctions imposed on Russia

Issue:  Due to US sanctions announced on Monday, 28 April 2014, MasterCard must immediately shut down its business with the following customers:

Principal:         Severny Morskoy Put Open Joint Stock Company (OJSC)

Affiliates:        InvestCapitalBank

            Commercial Bank Investment Union

            CJSC Regionalny Commerchesky Bank

Action:  Blocks are currently being implemented across MasterCard systems.   This includes blocking all activity in authorization, clearing, settlement, billing, and other core systems.  All customers will need to terminate any MasterCard activity with the above institutions IMMEDIATELY UPON RECEIPT OF THIS NOTIFICATION and can expect to see transaction declines by MasterCard as of 28 April 2014.
