Cayman Islands Ministry of Health re-tenders contract for construction of Long-Term Residential Mental Health Facility

The Ministry of Health last week published a request for tenders on the Long-Term Residential Mental Health Facility (LTRMHF) project.

In order to encourage small and medium sized contractors to submit bids, the Ministry divided the project into five packages which are outlined below:

  • Tender Package 1 : Enabling Works (Site preparation with site services)
  • Tender Package 2 : Main Building
  • Tender Package 3.1: Cottage cluster 1 (3 units)
  • Tender Package 3.2: Cottage cluster 2 (3 units)
  • Tender Package 3.3: Cottage cluster 3 (3 units)
  • Tender Package 4: Site Finishing (Exterior works)
  • Tender Package 5: FF&E

It is expected that contracts will be awarded to the successful bidders on the first three packages this year, with work set to begin in late 2019. The final two packages will be tendered in 2020 and are expected to be completed the same year.

The LTRMHF project was established so that residents of the Cayman Islands suffering from serious and chronic mental illness could be cared for locally, in a purpose-built environment. Once complete the facility will form part of the continuum of care for mental health services in the country. Fifty four residents will be accommodated in nine cottages, each with six beds.

The project is being procured using the traditional design/bid/build delivery method.

Commenting on the re-tendering process, Health Minister Dwayne Seymour says Government encourages small and medium contractors to take advantage of this more practical and convenient approach, by submitting proposals before the deadline of 22 March.

“We believe that making projects like this accessible to all sizes of business is a critical part of supporting our local economy in a sustainable way”, Mr Seymour remarks.

Emphasising that no such facility currently exists on-Island, Chief Officer Jennifer Ahearn says completion of LTRMHF will allow the Cayman Islands to deliver world class mental health services. For these reasons she says the Ministry is fully committed to driving the process forwards to a timely resolution.
