Canadian government extends electronic travel authorization deadline

From Caribbean News Now

BRIDGETOWN, Barbados — The government of Canada has extended the time period by which people travelling to Canada by air need to obtain an Electronic Travel Authorization (eTA).

While the revised entry requirements called for passengers to complete an eTA before travel to Canada beginning March 15, 2016, the Canadian government has now given travellers until “Fall 2016” to have the documents in place.

According to a diplomatic note, during the period March 15, 2016, and Fall 2016, travellers who do not have an eTA can still board their flight, as long as they have the appropriate travel documents, such as a valid passport and meet the other requirements needed for entry into Canada.

Bermuda gov’t agrees to withdraw controversial Bill

From Jamaica Observer

HAMILTON, Bermuda (CMC) — The One Bermuda Alliance (OBA) government, shaken by a five-day protest and resignation of a cabinet minister, has pledged to withdraw its controversial Pathways to Status Bill.

Premier Michael Dunkley announced on Thursday night than an agreement had been reached to end the “disruption and distress across the island”.

To massive cheers from protesters outside the House of Assembly, the Reverend Nicholas Tweed, spokesman for pressure group the People’s Campaign, read from a letter from government, stating: “The government will withdraw the bill.”

It came moments after Bermuda Industrial Union (BIU) president Chris Furbert told the crowd: “We have an agreement but it’s for you to decide if it’s sufficient. We believe it is. I believe we’ve delivered what we were asked to deliver.”

Members of the crowd raised their hands in agreement after Tweed, an African Methodist Episcopal church minister, gave details of government’s proposal. A consultative working group for the bill has also been promised.
The protests began last Friday and continued on Monday with bus and ferry services as well as garbage collection cancelled.

MPs, who were shut out of the House by a nine-hour blockade on Monday when protesters formed a human ring around the building, will return to parliament on Monday, Dunkley said.

ABSTRACT
HIV-related stigma has been shown to undermine prevention, care, treatment, and the well-being of people living with HIV. A disproportion burden of HIV infection, as well as elevated levels of HIV-related stigma, is evidenced in sub-Saharan African (SSA) and African-diasporic populations. This study explores factors that influence HIV-related stigma among 16- to 25-year-old youth residing in a Canadian city who identify as African, Caribbean, or Black. Stigma, as rooted in cultural norms and beliefs and related social institutions, combined with insights from research on stigma in SSA and African-diasporic populations, guided the development of a path analytic structural equation model predicting levels of HIV-related stigmatizing attitudes. The model was tested using survey responses of 510 youth to estimate the direct and indirect influences of ethno-religious identity, religious service attendance, time in Canada, HIV/AIDS knowledge, HIV-testing history, sexual health service contact, and gender on HIV-related stigma. Statistically significant negative associations were found between levels of stigma and knowledge and HIV-testing history. Ethno-religious identity and gender had both direct and indirect effects on stigma. African-Muslim participants had higher levels of stigma, lower knowledge, and were less likely to have been tested for HIV infection than other ethno-religious groups. Male participants had higher levels of stigma and lower knowledge than women. Time in Canada had only indirect effects on stigma, with participants in Canada for longer periods having higher knowledge and less likely to have been tested than more recent arrivals. While the strength of the effect of knowledge on stigmatizing attitudes in this research is consistent with other research on stigma and evaluations of stigma-reduction programs, the path analytic results provide additional information about how knowledge and HIV-testing function as mediators of non-modifiable characteristics such as gender, ethnicity, religion, and time in a country.

Magnitude 6.0 quake strikes off Caribbean islands

From Sputnik News

A strong 6.0-magnitude earthquake struck Saturday off the Lesser Antilles in the Caribbean Sea, the US Geological Survey (USGS) reported.

MOSCOW (Sputnik) — The offshore quake was registered at the depth of over 15 miles, 76 miles to the northeast of the inhabited Barbuda island and its city of Codrington.

There were no immediate reports of tsunami threat.
Barbuda is part of the twin-island Caribbean nation of Antigua and Barbuda. The earthquake comes just hours after its government conducted tsunami evacuation exercises, aimed at boosting tsunami safety and increasing the level of awareness among the residents.

The perimeter of the Caribbean plate is characterized by its complexity of tectonic regimes, including numerous faults and pull-apart basin tectonics, according to the USGS.
