Cayman: Ministry launches first phase of MOE Application Portal, enabling parents to apply for ECAP funding online

The Ministry of Education (MOE) today announces the first phase in the launch of the MOE Applications portal, a central hub for accessing a range of educational services.

Starting today, parents can use this online portal to check their eligibility and apply for the Early Childhood Assistance Programme (ECAP) funding.

“This new portal will simplify the ECAP application process for our Caymanian parents by allowing them to access, complete and submit application forms at any time using their mobile phone or computer,” commented MOE Acting Chief Officer, Ms. Lyneth Monteith.

The portal also features links to the Education Council Scholarship applications site and will expand shortly to allow persons/entities to apply to register educational institutions.

“Whether you are seeking early childhood funding assistance for your Caymanian child or looking to register an educational institution, there is nothing more time-consuming than having to download, print, fill out, scan and email an application form to the relevant entity,” the Acting Chief Officer continued.

The development of the portal is a collaboration between the Ministry of Education, the

eGovernment (eGov) Unit, Computer Services Department and Survey Monkey Apply.

Director of eGovernment, Mr. Ian Tibbetts, commented on its role in the process. He said, “Education is fundamental to Cayman’s success. It was a pleasure for the eGov team to provide project management guidance and support to the Ministry of Education in our efforts to bring digital government to life.”

Phase one of the project features ECAP online funding applications. The completed application form must be accompanied by an electronic copy of the child’s birth certificate, an official letter from Workforce Opportunities & Residency Cayman (WORC) acknowledging the child’s right to be Caymanian, a copy of the parent’s Government issued ID and proof of income.

Once the application is submitted, the ECCE Unit will process applications to ensure all the required information is included. The application will then go through an oversight process. Applicants will be informed of the outcome of their applications via email.
