Cayman Islands Tops Paris MoU List

The Paris MoU Committee has adopted new performance lists for flags and recognized organizations, with Cayman Islands topping the flag white list, followed by France and Denmark.

ABS topped the recognized organization white list, followed by Lloyd’s Register and DNV GL.

There are 42 flags on the white list, 19 on the grey list and 12 on the black list. The list is based on the number of inspections and detentions over a three-year rolling period for flags with at least 30 inspections in the period. The white list represents quality flags with a consistently low detention record.

A new flag on the grey list is the Republic of Korea, which was on the white list last year. Saint Vincent and the Grenadines moved from the black list to the grey list, and Palau and Vanuatu have moved from the grey list to the black list.

 

A minimum number of 60 inspections per recognized organization is needed before their performance is taken into account for the list. This year, none were placed in the very low performing part of the list. Out of 683 detentions recorded in 2016, 91 or 13.3 percent were considered recognized organization-related.

On July 1, the performance lists will be used for calculating the ship risk profile, and flags on the grey and black lists may be subject to the more stringent banning measures.
