In Parliament Today – Summary for 15 October 2025
he First Sitting of the Second Meeting of the 2025-2026 Parliamentary Session commenced on Wednesday, 15 October at 2:00 pm.
Speaker of the House of Parliament Honourable Ezzard Miller recognised 21 top-performing students from high schools across the Cayman Islands. He congratulated the students on their stellar academic achievements and encouraged them to continue the good work, noting that the country supports them.
Nine Annual Reports and Papers were tabled including the Government’s 2026-2028 Strategic Policy Statement (SPS). In presenting the SPS, Minister for Finance & Economic Development and Education & Training, Honourable Rolston Anglin said the document outlines the Government’s fiscal plans, policies, broad priorities and outcomes for the next three years. He added that the SPS will guide the development of the detailed budget for the next budget period, covering the financial years 2026 and 2027.
Minister Anglin further stated that for the next three financial years, Government finances will meet the principles of responsible financial management and the terms of the Framework of Fiscal Responsibility set out in the Public Management Finance Act. He said the operating surplus is forecast to be $6.56 million in 2026, $9.37 million in 2027, and $13.89 million in 2028. “When our finances are strong, our people are strong. And when our people are strong, our Islands thrive. As the saying goes, the best way to predict the future is to create it,” he added.
During the Sitting, the Leader of the Opposition, Honourable Joseph Hew asked the Premier about the Government’s plan to strengthen oversight and accountability of the Health Services Authority (HSA) Board. Premier Honourable André M Ebanks thanked the member for the question and noted that it was the first Premier’s Question under the new Standing Orders and in the history of the Caymans Islands Parliament. The Premier outlined the many immediate reforms that the National Coalition For Caymanians Government and the Ministry of Health, Environment and Sustainability have already implemented to enhance and modernise the activities of the HSA Board and senior management, including transitioning renumeration procedures and implementing an annual review of the Board’s members. Premier Ebanks noted his faith in the Minister for Health, Environment and Sustainability, Honourable Katherine Ebanks-Wilks to work firmly to ensure a prudent, effective healthcare system.
There were six questions to members of the Government. Most notable were questions for the Minister for Education & Training, Honourable Rolston Anglin which sought to ascertain if the Government will consider increasing the Early Childhood Assistance Programme (ECAP) funding cap and expanding the existing early childhood care and education facilities across the Cayman Islands. Minister Anglin affirmed the Government’s intention to increase the current funding cap for ECAP, stating that the government is currently reviewing the programme. The Minister noted the importance of early childhood education and how the first 4 to 5 years of a child’s education can set them on a trajectory for success.
The Sitting ended will the unanimous approval of a motion to grant Mr Rowan Anthony Mullings, the right to be Caymanian.
