Cayman: Cabinet Post Meeting Summary 9 June 2022

Cabinet Post Meeting Summary of the meeting held by the Cabinet on Tuesday, 31 May 2022 and published by the Cabinet Office on Thursday, 9 June 2022. 

His Excellency the Governor Mr. Martyn Roper, OBE, chaired the meeting of the Cabinet held on Tuesday, 31st May, 2022 in the Cabinet Conference Room, Government Administration Building.

All Ministers and Members of Cabinet were present with the exception of the Hon Minister for Planning, Agriculture, Housing and Infrastructure.

At this meeting Cabinet:

  • Confirmed approval granted by circulation on 26th May 2022 for the extension of the Control of Covid-19 (Travel) (No.2) Regulations, 2022;
  • Approved the following appointments to the Gender Equality Tribunal, Sheridan Brooks-Hurst – Chair and the following Members, Karie Bergstrom, Vaughan Carter, Nick Dunne and Tammy Ebanks;
  • Reviewed and noted the Office of the Commissioner of Police Annual Report for the year ended 31st December 2021 and authorised the Hon Minister with responsibility to table the Annual Report in the Parliament;
  • Advised approval of the disposal of Crown land Block 11C, Parcels 2, 52 and 54 following consideration of the transfer of Block 11C Parcels 58 and 70 to the Crown and payment to the Cayman Islands Government, subject to preparation and tabling of a report to Parliament in accordance with the Governor (Vesting of Lands) Act (2005 Revision);
  • Approved the purchase of Cayman Brac Block 108E Parcel 1 for the purpose of public beach provision on Cayman Brac;
  • Approved in accordance with section 11 (5) and 11(6) of the Public Management and Finance Act (2020 Revision) the adjustments in appropriation within the Ministry of Youth, Sports, Culture and Heritage in the amount of $250,000;
  • Approved for the reconvening of the National Youth Commission, the composition of the Commission and the Terms of References for the Commission;
  • Reviewed and noted the Ministry of Tourism and Transport’s Annual Report and Audited Financial Statements for the year ended 31st December 2021 and authorised the Hon Minister with responsibility to table the Report in the Parliament;
  • Approved the expedited completion and submission to Cabinet of a Business Case and all necessary consultations and approvals including from the Health Services Authority (where necessary) in order to consider options to improve the delivery of Public Health services;
  • Approved the following re-appointments to the Health Practice Commission, Dr. Joseph Marzouca – Chair and the following Members, Celia Middleton and Haroon Pandohie;
  • Approved the following re-appointments to the Council for Professions Allied with Medicine, Dr. Alexandra Bodden as Chair, Hallan Ebanks as Deputy Chair and James Crooks as Member;
  • Approved the following re-appointments to the Health Services Authority Board as Directors, Trisha McElroy and Rosie Whittaker-Myles;
  • Approved the recruitment of eight additional personnel for the Department of Planning, approved under section 9(5) of the Public Management and Finance Act (2020 Revision) supplementary expenditure of CI$309,216 and under section 12 of the Public Management and Finance Act (2020 Revision) supplementary funding of $919,216 to cover associated costs and the shortfall as a result of the additional resources;
  • Approved the following appointments to the Education Council of the Cayman Islands, Ian Maurice St. Aubyn O’Connor and Brenda Watson as Members;
  • Approved in accordance with section 12 of the Public Management and Finance Act (2020 Revision) an increase of $1,500,000 for appropriation TP109 – Ex-Gratia/Displaced Tourism Workers Stipend and authorised the Ministry of Border Control to seek the approval of Parliament prior to expenditure;
  • Advised the approval of disposal of freehold interest in Block 11D Parcel 92 and Block 11D Parcel 94, subject to preparation and tabling of a report to Parliament in accordance with the Governor (Vesting of Lands) Act (2005 Revision);
  • Approved in accordance with section 9(5) of the Public Management and Finance Act (2020 Revision) adjustment in appropriations under EI 85 for the Ministry of Home Affairs in the amount of CI$220,000;
  • Reviewed and noted the Portfolio of the Civil Service’s Annual Report for the year ended 31st December 2021 and authorised the Hon Deputy Governor to table the Report in the Parliament;
  • Noted the tax exemption statistics for April 2022; and
  • Noted the Cayman Islands’ Quarterly Trade Statistics Bulletin: January to March 2022.
