Cayman Cabinet Post Meeting Summary 18 June 2025

A meeting of the Cabinet was convened on Wednesday, 18th June 2025 in the Cabinet Conference Room, Government Administration Building.

The Hon Gary Rutty, acted as Premier, Hon Rolston Anglin acted as Deputy Premier, and Hon G. Wayne
Panton acted as the Minister for Financial Services and Commerce. Her Excellency the Governor was
unable to attend the meeting and pursuant to section 46(2) of the Constitution the meeting was Chaired by the Hon Acting Premier. All other Ministers and Members of Cabinet were present.

At this meeting Cabinet:


a) Confirmed approval granted by circulation on 13th June 2025 to revoke members from the Board of
Directors of the Cayman Turtle Conservation and Education Centre Ltd and approved the
appointment of the following persons to the Board of Directors: Vassel Johnson Jr., Chair; and
Jessica Pawlik, Director
b) Reviewed and noted the Ministry of Finance and Economic Development’s Annual report for the
period ending 31st December 2024 and authorised the Hon Minister for Finance and Economic
Development to table the Annual Report in Parliament;
c) Reviewed and noted the Cayman Islands National Insurance Company’s Annual report for the
period ending 31st December 2024 and authorised the Hon Minister for Finance and Economic
Development to table the Annual Report in Parliament;
d) Approved the issuance of drafting instructions to prepare a Commencement Order and any other
accompanying legislative framework for the Customs and Border Control (Amendment) Act, 2025;
e) Approved the designation of a person as a Prohibited Immigration pursuant to section 109(g) of the
Customs and Border Control Act (2024 Revision);
f) Reviewed and noted the Office of the Director of Public Prosecutions 2024 Annual report and
authorised the Hon Attorney General to table the Annual Report in Parliament;

g) Approved:
o Renaming of the National Heroes Day annual achievement award to the “National
Recognition Awards”; with effect from the National Heroes Day observance in 2026
o The theme for 2026 as “Physical Infrastructure”;
o The appointment of the following persons as Members for the National Heroes Day 2026
Committee: Chief Officer, Ministry of Culture & Heritage – Chair; Deputy Chief Officer,
Ministry of Culture & Heritage, Deputy Chair; Denny Ebanks; Marie Martin; Carl Brown;
Archie Whittaker; Kendal Connor; Shirley Lolita Bodden; Ministry of Infrastructure
Representative, Director, Chairperson of Board or designate; Public Works Representative,
Director, Chairperson of Board or designate; OfReg Representative, Director, Chairperson
of Board or designate; Senior Policy Analyst, Ministry of Culture & Heritage; Secretary,
Ministry of Culture & Heritage (Secretary of the Committee); Chief of Protocol or
representative, Cabinet Office; Communications Representative, Department of Communications; and National Archives Representative, Cayman Islands National Archives;

h) Reviewed and noted the Public Service Pensions Board’s Annual report for the period ending 31st
December 2024 and authorised the Hon Deputy Governor to table the Annual Report in Parliament.
