Cayman: Cabinet Post Meeting Summary 15 June 2022

His Excellency the Governor Mr. Martyn Roper, OBE, chaired the meeting of the Cabinet held on Tuesday, 7th June, 2022 in the Cabinet Conference Room, Government Administration Building.

All Ministers and Members of Cabinet were present. The Hon Dwayne Seymour acted as Minister for Tourism and Transport.

At this meeting Cabinet:
• Approved the following:

o Purchase of land, Little Cayman Block 86A Parcel 75 for the purposes of improved public access to the seashore;

o Purchase of land, Little Cayman Block 86A Parcel 76 for the purposes of improved public access to the seashore;

o Transfer of allocation appropriations in accordance with Section 9(5) of the Public Management and Finance Act (2020 Revision) in the amount of CI$659,000;

• Approved the following:
o Purchase of land, East End Block 75A Parcel 256 for the purposes of improved public

access to the seashore;

o Purchaseofland,CaymanBracBlock101EParcel19tosecurepublicparkingandstairsto the Hemmington Forrest boardwalk;

o Transfer of allocation appropriations in accordance with Section 9(5) of the Public Management and Finance Act (2020 Revision) in the amount of CI$314,000;

  • Reviewed and noted the Annual Report of the Public Lands Commission for the year ended 31st December 2020 and authorised the Hon Minister for District Administration and Lands to table the Report in Parliament;
  • Approved the Mental Health Commission (Amendment) Bill 2022 to be presented to Parliament by the Hon Minister for Health and Wellness;
  • Approved the Mental Health (Amendment) Bill 2022 to be presented to Parliament by the Hon Minister for Health and Wellness;
  • Reviewed and noted the Office of the Director of Public Prosecution’s Annual Report/Financial Statements for the year ended 31st December 2021 and authorised the Hon Attorney General to table the Report in Parliament;
  • Approved the Hon Minister for Finance and Economic Development to withdraw the remaining “Line of Credit” loan facility that was executed on 18th December 2020 and to simultaneously invest the proceeds from the draw-down;
  • Approved supplementary funding to increase NGS 55 – Tertiary Care at Various Local and Overseas Institutions by CI$8.0 million in accordance with Section 12 of the Public Management and Finance Act (2020 Revision);
  • Approved the increase of appropriation for TP 73 – Other Health and Cultural Programme Assistance by CI$474,000 in accordance with Section 12 of the Public Management and Finance Act (2020 Revision);
  • Approved the increase of appropriation HEA 2 – Medical Care of Indigents by CI$3.2 million in accordance with Section 9(5) of the Public Management and Finance Act (2020 Revision);
  • Reviewed and noted the Cayman Islands National Insurance Company’s Annual Report for the year ended 31st December 2021 and authorised the Hon Minister for Finance and Economic Development to table the Report in Parliament.
  • Published by the Cabinet Office on Wednesday, 15th June, 2022. Guidance Notes:
  1. Post meeting summaries will be published by the Cabinet Office following confirmation of the Minutes.
  2. Only a summary of the decisions will be published.
