Cayman: Cabinet Post Meeting Summary – 1 Nov 2022

His Excellency the Governor Mr. Martyn Roper, OBE, chaired the meeting of the Cabinet held on Tuesday, 1st November, 2022 in the Cabinet Conference Room, Government Administration Building.

The Hon Dwayne Seymour acted on behalf of the Hon Minister for Planning, Agriculture, Housing and Infrastructure. The Hon Minister for Education, District Administration and Lands was absent with permission. All other Ministers and Members of Cabinet were present.

At this meeting Cabinet:

  • Approved the Final Report of the Law Reform Commission on Contempt of Court and the onward transmission the draft Contempt of Court Bill, 2022 and the Penal Code (Amendment) Bill, 2022 to the House of Parliament for debate at its next sitting;
  • Approved the Immigration (Transition) (Temporary Work Permits and Business Visitors’ Permits) (Amendment) Regulations, 2022 and the Immigration (Transition) (Exemption from Work Permit Registration) Directions, 2022;
  • Approved Utility Regulation and Competition (Amendment) Bill, 2022 for submission to Parliament;
  • Approved the return of forfeited assets to the US Authority in the sum of CI$124,973.10;
  • Approved in accordance with Section 11(5) and (6) of the Public Management and Finance Act(2020 Revision) to increase TP 118 – Electricity Assistance Programme by $3.5 million;
  • Approved the issuance of drafting instructions to amend the Customs and Border Control Act (2022 Revision) and preparation of a direction issued under Section 11A of the Customs andBorder Control Act (2022 Revision);
  • Approved entry permits under section 90 of the Customs and Border Control Act (2020) and workpermit exemptions under section 53 (1) (b) of the Immigration (Transition) Act (2022 Revision) fora single performance;
  • Approved exemption from Part 7 of the Immigration (Transition) Act (2022 Revision) for one yearfor 7 persons;
  • Approved the issuance of drafting instructions for the preparation of Commencement Order tobring into force sections of the National Pensions (Amendment) Act, 2016 on respective dates;
  • Approved the onward transmission of the Music and Dancing (Control) (Amendment) Bill, 2022 tothe House of Parliament for debate at its next sitting;
  • Approved the onward transmission of the Identification Register Bill (2022) and the CaymanIslands Identification Card Bill (2022) to the House of Parliament for debate at its next sitting; and
  • Noted the Cayman Islands’ Consumer Price Index Report: July to September 2022.Published by the Cabinet Office on Wednesday, 9th November, 2022.
