A meeting of the Cabinet was convened on Tuesday, 14th January 2025 in the Cabinet Conference Room, Government Administration Building.
All Ministers and Members of Cabinet were present.
At this meeting Cabinet:
a) Confirmed approval granted by circulation on 20th December 2024 pursuant to sections 11(5) and
11(6) of the Public Management and Finance Act (2020 Revision) as follows:
o Decrease EGA 1 – Policy Advice, Governance and Ministerial Support Services by One
Hundred and Thirty Thousand Dollars (CI$130,000.00) – via section 11(5) of the Act;
o Decrease NGS 91 – Public School Meals Programme by One Million, Five Hundred
Thousand Dollars (CI$1,500,000.00) – via section 11(5) of the Act;
o Decrease TP 83 – Scholarships – Medical by One Hundred and Eighty Thousand Dollars
(CI$180,000.00) – via section 11(5) of the Act;
o Decrease TP 93 – Public School Grants and COVID-19 Recovery Programme by Twenty-
five Thousand Dollars (CI$25,000.00) – via section 11(5) of the Act;
o Decrease OE 12 – University of the West Indies Membership Levy by Fifteen Thousand
Dollars (CI$15,000.00) – via section 11(5) of the Act;
o Increase TP30 – Local and Overseas Scholarships and Bursaries via section 11(5) of the
Act by One Million, Eight Hundred and Fifty Thousand Dollars (CI$1,850,000.00)
o Increase TP30 – Local and Overseas Scholarships and Bursaries via section 9(5) of the Act
by Two Million One Hundred and Fifty Thousand Dollars (CI $2,150,000;
o Decrease EGA 1- Policy Advice, Governance and Ministerial Support Services by Five
Hundred Thousand Dollars (CI$500,000) – via section 11(5) of the Act; and
o Decrease EGA 6 – Secondary Education Services by One Million and Five Hundred
Thousand Dollars (CI$1,500,000); – via section 11(5) of the Act;
o Increase EGA 8 – Facilities Maintenance and Operational School Support Services by Two
Million Dollars (CI$2,000,000) – via section 11(5) of the Act;
b) Confirmed approval granted by circulation on 23rd December 2024:
o For a grant to Wesleyan Christian Academy in the amount of CI$50,000 (Fifty Thousand
Dollars):
o Pursuant to section 11(5) of the Public Management and Finance Act (2020 Revision) to:• Decrease NGS 91 – Public School Meals Programme by Fifty Thousand Dollars(CI$50,000) in FY 2024;
• Increase TP 51 – Other Educational and Training Assistance by Fifty ThousandDollars (CI$50,000) in FY 2024;
c) Confirmed approval granted by circulation on 20th December 2024 for the appointment of Miguel Martin as a Member of the Development Control Board;
d) Confirmed approval granted by circulation on 20th December 2024 for the Department of Legal Aid to enter into a lease for office space;
e) Confirmed approval granted by circulation on 20th December 2024 for a residential lease for the Fire Service;
f) Confirmed approval granted by circulation on 20th December 2024 for the short-term lease of additional office space for Elections Office;
g) Confirmed approval granted by circulation on 20th December 2024 for the renewal of the lease of Crown land to the National Roads Authority;
h) Confirmed approval granted by circulation on 20th December 2024 for the lease of Crown land to the Cayman Islands Basketball Association;
i) Confirmed approval granted by circulation on 20th December 2024 for the proposed new public road as depicted by Boundary Plan 694 and publication of the Declarations pursuant to sections 3 and 6 of the Roads Act (2005 Revision);
j) Confirmed approval granted by circulation on 23rd December 2024 pursuant to section 3(2)(b) of the Water Authority Act (2020 Revision) for the appointment and re-appointment of the following persons to the Water Authority Board: Darrel Rankine – Chair; Elsie Kynes – Member; Mark Scotland – Member; Darlee Ebanks – Member; Glenwood Ebanks – Member; Hansen Bingham Ebanks – Member; Kenross Conolly – Member; Mark Campbell – Member; and Laurell Ryan – Member;
k) Confirmed approval granted by circulation on 20th December 2024 for the Beneficial Ownership Transparency (Amendment) Bill, 2024 to be tabled in Parliament and approval of the International Tax Co-operation (Economic Substance) (Amendment of Schedule) Regulations, 2024;
l) Confirmed approval granted by circulation on 20th December 2024 for the issuance of draftingminstructions to amend the Auditors Oversight Act (2020 Revision);
m) Confirmed approval granted by circulation on 20th December 2024 for the issuance of drafting instructions to amend the Trusts Act (2021 Revision);
n) Confirmed approval granted by circulation on 31st December 2024 in relation to the Trade and Business Licensing Board as follows:
o Accept the resignation of Joel Burke as Member;
o Approved the appointment and re-appointment of the following persons to the Board: Michelle Coleman – Deputy Chair; Trisha Johnson – Member; and David Allen Bodden – Member;
o) Confirmed approval granted by circulation on 31st December 2024 for the re-appointment of Dara Flowers Burke as a Member of the Trade and Business Licensing Appeals Tribunal;
p) Confirmed approval granted by circulation on 31st December 2024 for the issuance of drafting instructions to amend the Trade and Business Licensing Act (2021 Revision);
q) Confirmed refusal by circulation on 23rd December 2024 of the request to reproduce the Cayman Islands Coat of Arms by the Department of Environment;
r) Confirmed approval granted by circulation on 23rd December 2024 to the request to use the Cayman Islands Flag by Caimanas;
s) Confirmed noting via circulation on 23rd December 2024 information in relation to the Exercise ‘Event Horizon’ January 2025;
t) Confirmed approval granted by circulation on 30th December 2024 pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020 Revision), to decrease HAF 1 – Policy Advice, Legislative Initiatives and Ministerial Services by $56,000 and increase NAG 1 – National Arts, Exhibitions and Festivals by $56,000;
u) Confirmed approval granted by circulation on 3rd January 2025 of the following appointments and re- appointments to the Board of the Maritime Authority of the Cayman Islands: Bruce Smith – Director (National Security); Stefano Rosina – Director (International Shipping); Jennifer Stein – Director (Corporate Services); Sherice Arman – Director (Corporate Services); and Bruce Rosenblatt – Director (Maritime Affairs);
v) Confirmed approval granted by circulation on 6th January 2025 for the Anti-Sexual Harassment Bill, 2024 to be published and tabled in Parliament;
w) Approved the Merchant Shipping (Manning, Hours of Rest and Standards of Training, Certification and Watchkeeping) Regulations, 2024;
x) Approved exemption pursuant to section 53(1)(b) of the Immigration (Transition) Act (2022 Revision) for a non-Caymanian;
y) Approved the amendments to the Criminal Procedure Code (2021 Revision) and for the Bill to be published and tabled in Parliament;
z) aa) Approved the Grand Court (Amendment) Bill, 2024 to be published and tabled in Parliament; Approved the purchase of Block 33C Parcel 9 for CI$4,500,000 and approved pursuant to sections
11(5) and (6) of the Public Management and Finance Act (2020 Revision) to:
o Decrease EA 168 – Infrastructure and Development in the Ministry of Planning, Agriculture, Housing, Infrastructure, Transport and Development by CI$4,250,000; and
o Increase EA 4 – Land Purchases in the Ministry of District Administration and Lands by CI$4,250,000;
bb) Approved the purchase of Block 111A Parcel 4 for CI$4,750,000 and approved pursuant to sections 11(5) and (6) of the Public Management and Finance Act (2020 Revision) to:
o Increase EA 4 – Land Purchases in the Ministry of District Administration and Lands by CI$2,000,000;
cc) Approved the Development and Planning (Waiver of Permission for Development) Order, 2025 pursuant to section 53(1) of the Development and Planning Act (2021 Revision) to waive the requirement to obtain planning permission for the construction of public facilities as outlined in theOrder;
dd) Reviewed and noted the 2023 Annual Report of the Cayman Islands Expungement Board; and
ee) Approved the following:
o Creation of new Transfer Payment appropriation “TP 126 – Pirates Week”;
o Reduce the 2024 appropriation for TP 119 – Community Development Initiatives by $574,000;
o Increase the appropriation for TP 126 – Pirates Week by $574,000;
o Pursuant to section 11(5) of the Public Management and Finance Act (2020 Revision)
increase the appropriation for TP 126 – Pirates Week by $200,000.

A Special meeting of the Cabinet was convened on Wednesday, 15th January 2025 in the Cabinet Conference Room, Government Administration Building.

At this meeting Cabinet:
• Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020 Revision) the following:
o Increase the 2025 appropriation funds for DAT 17 – Tourism Support, Training,Promotional and Advertising Activities in the amount of $2,000,000;
• Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020 Revision) the following:
o Increase the 2025 appropriation funds for EA 164 – Central Scranton Park in the amount of $1,900,000.
