Cabinet of the Cayman Islands – Post Meeting Summary 26 April

His Excellency the Governor Mr. Martyn Roper, OBE, chaired the meeting of the Cabinet held on Tuesday, 26th April, 2022 in the Cabinet Conference Room, Government Administration Building.

All Ministers and Members of Cabinet were present. Ms Heather Bodden acted as Minister for Tourism and Transport and Mr Isaac Rankine acted as Minister for Youth, Sports, Culture and Heritage.

At this meeting Cabinet:

•     Confirmed approval granted by circulation on 19th April 2022 for HM the Queen’s Platinum Jubilee stamp as part of the 2022 stamp programme;

•     Confirmed decision made by circulation on 19th April 2022 for the following changes to the Cayman Islands National Insurance Company’s Board:

o   Accepted the withdrawal of Carl Brown as a Director; and

o   Subject to the approval of the Cayman Islands Monetary Authority approved the appointment of Rudy Myles and Langston Sibblies as Directors to the Board;

•     Confirmed noting the Financial Report for the period 1st January 2022 – 31st March 2022 circulated on 21st April 2022;

•     Confirmed the decision made by circulation on 21st April 2022 to:

o   Approve the renaming of the Cayman Islands Beautification Committee to the Cayman Islands Beautification Task Force;

o   Acknowledge the resignation of Karen Hydes as Chair;

o   Approved the appointment of the following persons to the Task Force – Theresa Lewis- Pitcairn, Chair; Karen Hydes, Member; Graham Rankine, Member; Romelya Welcome, Member; and Janet James, Member;

•     Approved the purchase of Block 106C Parcel 11 in Cayman Brac and Block 72C Parcel 104 in East End for improved public access to the seashore;

•     Advised His Excellency the Governor to approve a vehicular public right of way over Crown land Block 24E Parcel 328REM5 in accordance with Section 98 (b) of the Registered Land Act (2018 Revision);

•     Approved the exemption of EY Cayman Services from the provisions of Section 11(4)(e) of the Local Companies (Control) Act, and refused the request for exemption from provisions of Section 14(1) of the Local Companies (Control) Act;

•     Approved the issuance of drafting instructions to amend the Accountants Act (2020 Revision) and its subsidiary Regulations and any associated legislation;

•     Approved the issuance of drafting instructions to amend the Companies Act (2022 Revision) and any associated legislation;

•     Approved the applications for appointment as Notaries Public in accordance with the Notaries Public Act (2014 Revision) for the following persons: Kalesiah Barboram, Marissa Ebanks, Evelyn Goodman, Travis McLean, Dena Rousseau and Watoya Stewart;

•     Approved pursuant to Sections 9 and 13 of the Public Authorities Act (2020 Revision) the following:

o   The retraction of Joshua Bernard’s appointment to the Board of Directors of the Cayman Islands National Insurance Company;

o   The appointment of Joshua Bernard to the Board of Directors of the Cayman Islands Development Bank, subject to the approval the Cayman Islands Monetary Authority;

o   The retraction of Karen Turner’s appointment to the Board of Directors of the Cayman Islands Development Bank; and

o   The appointment of Karen Turner to the Board of Directors of the Cayman Islands National Insurance Company, subject to the approval of the Cayman Islands Monetary Authority;

•     Approved the issuance of a Cabinet Permit to allow a prohibited immigrant to temporarily re-enter the Cayman Islands to attend a funeral;

•     Approved the draft Parliament (Management) (Amendment) Bill 2022 and for the Bill to be transmitted to Parliament to be dealt with at the next sitting and be published in the Gazette;

•     Noted the Tourism Attraction Board of the Cayman Islands Annual Report and Audited Financial Statements for the year ended 31st December 2020 and authorised Hon Minister for Tourism and Transport to present to the House of Parliament; and

•     Noted the Ministry of Financial Services and Home Affairs’ Annual Report and Audited Financial Statements for the year ended 31st December 2020 and authorised Hon Minister for Financial Services and Commerce to present to the House of Parliament.
