CABINET OF THE CAYMAN ISLANDS – POST MEETING SUMMARY

A meeting of the Cabinet was convened on Wednesday, 11th June 2025 in the Cabinet Conference Room, Government Administration Building.

The Hon Gary Rutty, acted as Premier, Hon Rolston Anglin acted as Deputy Premier, Parliamentary
Secretary, Hon G. Wayne Panton, acted as Temporary Minister for Financial Services and Commerce, Hon Gloria McField-Nixon acted for the Deputy Governor and Hon Reshma Sharma acted for the Attorney General. All other Ministers and Members of Cabinet were present.

At this meeting Cabinet:


a) Confirmed approval granted by circulation on 5th June 2025 pursuant to section 12 of the Public
Management and Finance Act (2020 Revision) to increase NGS 55 – Tertiary Care at Various
Local and Overseas Institutions by $20.537 million and to increase HEA 2 – Medical Care for
Indigents by $8.25 million;


b) Approved the issuance of drafting instructions to amend the:
o Companies Act (2025 Revision);
o Limited Liability Companies Act (2025 Revision);
o Exempted Limited Partnership Act (2025 Revision);
o Limited Liability Partnership Act (2025 Revision);
o Partnership Act (2025 Revision); and
o Any other identified legislation and consequential amendments to other relevant legislation
and any requirement commencement order;


c) Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) for the transfer of the budgetary allocation of EA 164 and all remaining funds therein
from the Ministry of Tourism and Trade Development to the Ministry of Planning, Lands,
Agriculture, Housing and Infrastructure;


d) Reviewed and noted that Health Insurance Commission’s Annual Report and Audited Financial
Statements of the Segregated Insurance Fund for the period ended 31st December 2023 and
authorised the Hon Minister for Health, Environment and Sustainability to table the Annual Report
and Audited Financial Statements in Parliament;


e) Approved pursuant to section 159 of the Companies Act (2025 Revision) for the following
companies to make application to the Grand Court for restoration to the Cayman Islands Register
of Companies: Open Bible Churches of the Cayman Islands; Super Investment Limited; Menasa
Capital Management Holdings Limited; and Prodeal One Ltd.;


f) Reviewed and noted the Ministry of Youth, Sports and Heritage’s Annual report for the period
ending 31st December 2024 and authorised the Hon Minister for Youth, Sports, Culture and
Heritage to table the Annual Report in Parliament;

g) Refused pursuant to sections 101(3) and 109(e) of the Customs and Border Control Act (2024
Revision) request for re-entry to the Cayman Islands for a Prohibited Immigrant;


h) Approved pursuant to section 120 of the Customs and Border Control Act (2024 Revision) the
issuance of a Cabinet Deportation Order;


i) Approved a conditional exemption from Part 7 of the Immigration (Transition) Act (2022
Revision);


j) Refused 2 applications for conditional exemption from Part 7 of the Immigration (Transition) Act
(2022 Revision);


k) Approved the grant of Right to be Caymanian;

l) Refused the grant of Right to be Caymanian;

m) Reviewed and noted the Portfolio of the Civil Service’s Annual Report for the year ended 31st
December 2024 and authorised the Hon Deputy Governor to table the Annual Report in
Parliament;

n) Approved the Public Management and Finance (Amendment) Bill, 2025 and authorised the Hon
Minister for Finance and Economic Development to present the Bill at the June 2025 sitting of
Parliament;

o) Reviewed and Noted the Ministry of Home Affair’s Annual Report for the year ended 31st
December 2024 and authorised the Hon Minister responsible for Home Affairs to table the Annual
Report in Parliament;

p) Approved the appointment of Dr. Michelle Mon Desir as Member and Deputy Chair of the Health
Practice Commission;

q) Refused pursuant to section 120(3)(a) of the Customs and Border Control Act (2024 Revision)
request for re-entry to the Cayman Islands for a Prohibited Immigrant; and

r) Noted the Tax Exemption Statistics for February, March and April 2025.
