26th October 2021 Cabinet of the Cayman Islands – Post Meeting Summary

His Excellency the Governor Mr. Martyn Roper, OBE, chaired the meeting of the Cabinet held on Tuesday, 26th October 2021 in the Cabinet Conference Room, Government Administration Building.

All Ministers and Members of Cabinet were present. At this meeting Cabinet:

  • confirmed approval granted by circulation on 20th October, 2021 for the Control of Covid-19 (No.3) (Amendment) Regulations, 2021;
  • approved transfer of $1,000,000 from TP 93 – Private and Public School Grants to NGS 34 – Primary and Secondary Education by Private Schools via Sections 11 (5) and (6) of the Public Management and Finance Act (2020 Revision);
  • approved the issuance of drafting instructions to amend the Insurance Act, 2010 to effect changes required to introduce capital redemption contracts/funding agreements;
  • approved the issuance of drafting instructions amend the Trust Act and other consequential and related legislation in order to ensure compliance with FATF standards;
  • approved appointment of the following persons as Notaries Public – Hilmae A Bodden, Shakira R Hart, Karene S Innis-Husbands, Tanya J Meyerhoff, Sandy L Mighty and Neydis Taveras;
  • approved the appointment of the following persons to the Council of Older Persons for a term of four years effective 27th October 2021 – Lucille Seymour, Chair; Sarah Alice Mae Coe, Deputy Chair; Herbert Crawford, Member; Hermon H McFarlane Conolly, Member; Alex Johnson (Mrs.), Member; Elsa Annie Rose Scott, Member; Mark Beckford, Member; Dr Eryka Simmons, Member; Cassandra Fearon, Member; Janett Flynn, Member; Deirdre Carmola, Member; Debbie-Ann Whittaker, Member; Karlene Bramwell, Member; Debbie Webb-Sibblies, Member;
  • approved for the Ministry of Finance to carry out an exercise to determine whether the refinancing of Public Debt would result in cost reductions and should results indicate costs reduction to correspond with the Foreign Commonwealth and Development Office to advise of Government’s intention to pursue; and
  • noted the Displaced Tourism Employees Survey Report.
