Public servants cannot look forward to bonuses

Public Servants in the Cayman Islands can look forward to bonuses of up to 10 per cent of their salary under a new performance-based structure.

The performance bonus will be awarded on a five-point rating scale.

The structure is based on goals and responsibilities being set for each Government Department with the bonuses depending on how these projects are performed and completed.

In a memo circulated by Acting Deputy Governor Dax Basdeo on Wed (24), civil servants were told that until the Cabinet approved the performance related pay system, there would be no bonuses.

The Statement reads:

“In response to the headline story appearing in the Caymanian Compass today, 24 October, regarding a pay boost, the Acting Deputy Governor has issued the following statement:

“Performance based pay provisions have been contained in the Public Service Management Law and its underpinning Regulations since its inception in 2005.

“Originally the Law called for this provision to come into force on 1 July 2009.  However, a decision was taken to defer this provision until “such date as the Cabinet may by Order specify.” To date, Cabinet has made no such Order.

“A programme leading up the anticipated implementation of performance based pay is underway as spearheaded by the Deputy Governor. This programme includes improving performance management tools and fostering a more robust performance culture within the  civil service.

“To date, all of the Deputy Governor’s direct reports have performance agreements in place for this financial year and Chief Officers are now executing agreements with their staff.

“The Civil Service will be informed as soon as Cabinet makes the order to institute performance based pay.”
