Cayman Islands extends feedback request on Labour & Pension Bills

The Ministry of Education, Employment & Gender Affairs and the Department of Labour & Pensions released the Labour Relations Bill, 2015 and the National Pensions (Amendment) Bill, 2015 for public consultation in June 2015. These Bills can both be accessed on the Ministry’s website at the direct link: www.education.gov.ky/labourpensions.

The Ministry and Department would like to thank all members of the public and relevant organisations who took part in the public consultation process on these Bills by either attending the district meetings, meeting specifically with the Ministry and Department, or by submitting their written feedback.

Due to the importance of these Bills and as a result of requests received today from persons seeking an extension of time, the Government has made the decision to extend the deadline for providing feedback on both Bills to the 30th September, 2015. This will be the final date in which the public can provide their feedback on both the Labour Relations Bill and National Pensions (Amendment) Bill. iPad app reveals the hidden waves of Wi-Fi and cell signals flowing around us

When you’re looking for a Wi-Fi signal, it’s sometimes fun to imagine that you might one day be able to see the waves of available Internet access as they flow from various, hidden hotspots around you.

Well, now someone has created an app that purports to do just that, and Internet connectivity never looked so beautiful.

Netherlands-based interactive producer Richard Vijgen calls the iPad app Architecture of Radio and, in addition to detecting Wi-Fi, he claims that it also picks up signals from cell towers and observation satellites.

The app hasn’t been released yet, but a video demonstration offers a brief peek at how it works. In the video, a person uses the app to pick up a wide array of Wi-Fi and communications signals that are represented by circular waveforms cascading across the screen like ocean waves, accented by radio static sounds indicating new signals.

A site-specific version of the interactive app that will also detect wired communication nodes embedded in an exhibition space will be on display beginning this month at the ZKM Center for Art and Media Karlsruhe in Germany.

An iOS version of the app, which Vijgen refers to as “a field guide to the hidden world of digital networks,” will be released in December, and an Android version will be available in early 2016.

CANADA: Scarborough teen killed in Jamaica shooting

Jamaican police identified Ricardo Williams, 14, of Toronto’s Scarborough neighbourhood as the victim of a deadly shooting Sunday in the capital of Kingston.

A teenage boy from the Scarborough area of Toronto was shot and killed in the Jamaican capital of Kingston early Sunday.

Jamaican authorities have identified him as Ricardo Williams, 14, who was spending his summer vacation in Jamaica. They said he had been scheduled to return to Canada this week.

Williams had attended West Hill Collegiate Institute, a high school in Scarborough.

The Jamaica Constabulary Force said the teen was shot while attending a wake at a home in the Olympic Gardens neighbourhood about 2 a.m. local time. People in the area reported hearing explosions.

Williams was pronounced dead in hospital.

Police are investigating and urged whoever is responsible for the shooting to surrender.

Dahlia Garrick, an inspector with the Jamaica Constabulary Force, told CBC News police are searching for a 19-year-old man for questioning.

Garrick said the neighbourhood where the shooting occurred is known for violence.

“It is one of the communities that we consider one of our policing hotspots, I mean in that there have been several incidents of violence,” Garrick said. “It is one of the traditional neighbourhoods … that produces violence.”

“Our thoughts are with the family and friends of the Canadian citizen who passed away in Jamaica,” an official with Canada’s Department of Foreign Affairs told CBC News. “Canadian consular officials in Kingston are in contact with local authorities to gather additional information and are providing consular assistance to the family as required.”

Belgium lays to rest heroine who saved countless GI lives

BASTOGNE, Belgium (AP) — Belgium has laid to rest its “forgotten angel” near the scene of one of the most ferocious battles of World War II where at extraordinary personal risk she helped save countless American lives.

The burial Saturday came as Europe celebrates the selfless act of civilians who thwarted an attack on a high-speed train a week ago.

But Augusta Chiwy, who died on Aug. 23 aged 94, was a unique kind of hero. Defying challenges of gender and race, she displayed a bravery that has won her the gratitude of one of the U.S. military’s most respected fighting outfits.

U.S. Ambassador Denise Campbell Bauer, who attended the burial, said “her heroism was just incredible.”

She said Chiwy shows that people who appear to be just ordinary can do “truly extraordinary things.”

Italy Ratifies Switzerland, Monaco, Liechtenstein TIEAs

Italy’s Cabinet on August 7 approved legislation to ratify the tax agreements signed with Switzerland, Liechtenstein, and Monaco.

The protocol to the existing double tax agreement between Italy and Switzerland was signed on February 23, 2015. The Cabinet noted that, once the protocol enters into force following ratification by both sides, its information exchange provisions will apply retrospectively from that signature date. It was also noted that the protocol “widens the boundary of tax information exchange to involve all types of taxation, and foresees an end to banking secrecy. In addition, the two sides have agreed administrative procedures that will guarantee effective and simplified exchange of information.”

The Italian tax information exchange agreements (TIEAs) with Monaco and Liechtenstein also provide for automatic exchange on request, and their accompanying protocols allow group requests providing there is evidence that tax compliance is at risk.

In line with the protocol with Switzerland, tax information exchange between Italy and Liechtenstein will apply retrospectively from February 26, 2015, the date of signature of the TIEA.

As adequate information exchange arrangements are now considered to be in place with these jurisdictions, Italy has agreed that they can be taken off its “black list.” As a result, Italians with undeclared assets there will be allowed to enter into Italy’s current voluntary disclosure program, which allows them to regularize undeclared capital held abroad and access penalty concessions.

Those wishing to be included in the program must file an application by September 30, 2015. Participants have to pay all outstanding taxes. However, the taxpayer will be subject to much-reduced administrative and criminal penalties and will generally be free from criminal prosecution.

The Italian Government is hoping to establish a “pincer” movement, whereby it warns that it can now flush out Italians with undeclared assets in those countries with which it has a TIEA, but also offer them the opportunity of utilizing the voluntary disclosure program before it does so. It hopes that the ratification of these agreements will cause a substantial increase in applications to utilize the program in its last month that it is available.

Whether it’s Kanye for president in 2020 or Justin Bieber shedding a tear, this year’s MTV Video Music Awards were memorable for the performances and the crazy outfits. But Nicole Leinbach-Reyle writing in Forbes says protecting the latter from intellectual property infringements deserves an award in and of itself.

There can be many potential pitfalls that come when celebrities wear a company’s brand at an award show. Edward Maluf of Seyfarth Shaw says one of the most problematic is implied endorsement. “For example, using the image of the celebrity wearing the fashion at issue, while marketing the designer’s celebrity-inspired clothes. Sometimes that rises to the level of a violation of the celebrity’s right of publicity,” he explains.

Another trendy fashion law issue is when brands copy other brands, especially prevalent after a notable celebrity appearance. Leinbach-Reyle explains that American Apparel has taken Versace to court over similar T-shirt designs. “Generally speaking, fabric designs—the design imprinted on a fabric which is used to create a garment—are eligible to receive copyright protection, whereas dress designs, the shape, style, cut and size for converting the fabric into a finished garment, are not,” he says.

Arent Fox Partner moonlights as Montauk nightclub owner

Robert Hirsh’s Harbor Raw Bar & Lounge, Montauk, New York, formerly known as the Cross-Eyed Clam.

While many Am Law 200 lawyers will hit the beach this week ahead of Labor Day, one partner in particular has found himself embroiled in local beach town politics.

Arent Fox restructuring partner Robert Hirsh in New York is a part owner of a new bar and restaurant in Montauk, a trendy establishment that has been the site of some celebrity-studded parties in the summer hotspot at the end of Long Island.

Unfortunately for Hirsh, his Harbor eatery has also drawn the attention of local officials, who take issue with the fact that the restaurant has been used as a nightclub all summer. Hirsh, chef Roy Wohlars and Australian surfer-turned-nightlife mogul James “Jamo” Willis bought the harborside lunch spot earlier this year, according to The New York Post.

Since then, Harbor has hosted a performances by the rapper Ja Rule, as well as a $100-a-head party to promote a wine label called White Girl Rosé, a product that Bloomberg reports is backed by Josh Ostrovsky, a pop culture personality better known as The Fat Jew, whose bearded visage also made an appearance at Harbor.

Though Harbor’s occupancy is 68 people, the website for the bar and lounge promises patron’s “a night of dancing and debauchery with DJs and live performances into the wee hours.”

After reports of overcrowding in July, Harbor received a temporary restraining order that same month, which blocked the owners from using it as a nightclub, local news outlets reported at the time. The litigation in state court is still pending and the restraining order is still in place.

Meanwhile, Harbor received a glowing write-up in Hamptons Magazine, which called the restaurant “coastal-chic,” saying it is attracting both visitors and locals alike. Mediterranean cuisine with “unique Australian influences” is the fare of choice for those inclined to eat at Harbor, according to its website.

Over the weekend, Harbor and two of its owners, Hirsh and Willis, also got a mention in the New York Times as one of four Montauk restaurants to recently change hands. The article, one of many Hamptons-centric pieces published by the Times in recent years, contends that out-of-towners seeking to make some money off the eastern Long Island hamlet once considered a laid back surfing community, are causing more strife than usual this year. (The Times notes that Harbor’s new owners paid $2.85 million to acquire their current property, once home to another Montauk eatery called the Cross-Eyed Clam.)

When reached by phone Monday, Hirsh dismissed the Times article and said he could not comment on any of his businesses.

The Arent Fox partner was on the bankruptcy team that represented an official committee of unsecured creditors when the textbook publisher Cengage Learning filed for Chapter 11 protection in 2013. Court filings show that Arent Fox took in roughly $12.8 million in legal fees and expenses for its Cengage work.

Director Edgar Wright pays respects to Wes Craven: ‘A true maestro of genre’

Director Edgar Wright has joined in to pay his respects to horror maestro Wes Craven, who died Sunday from brain cancer.

Wright, who helmed films such as Shaun of the Dead, Hot Fuzz and Scott Pilgrim vs. The World, paid tribute to the Nightmare on Elm Street director in a post on his website counting Craven amongst his influences.

Calling Craven “an extremely smart and kind gentleman who I didn’t get to know in person as well as I’d like,” Wright discussed at length how the horror master became one of his formative influences.

“Even before I actually saw any of his movies, the mere synopsis on the jackets were enough to give me nightmares,” he wrote.

“The first encounter with the actual work was seeing A Nightmare On Elm Street sometime in 1985 around the house of a friend of my older brother. […] The first Nightmare quickly became a landmark horror movie and what distinguished it then is what still marks it out as a classic now. It’s the sheer twisted imagination of the premise; the idea of lucid waking nightmares bleeding into the real world makes Freddy Kruger a much more formidable and interesting foe than any of his slasher rivals.”

From then on, Wright continued to look to Craven as a source of inspiration.

“In the late nineties, Wes scored his biggest hit of all with Scream. I vividly remember seeing this opening weekend in London and saying out loud, ‘That’s the kind of movie I want to make’. Eight years later I tried to do exactly that with Shaun Of The Dead. I would frequently evoke Craven’s film when pitching ours as an example of a successful horror that mixes laughs with jolts.”

He got a pleasant, surprise then, when Craven contacted him to ask permission to use a clip from Shaun of the Dead in Scream 4.

“I can’t tell you how jazzed I was when I saw our film being watched in Scream 4 and Ghostface actually said the title aloud. My face lit up with glee when I saw the above scene in the Cinerama Dome on opening night.”

The use of that clip facilitated email exchanges between the two, and Wright said that he had met Craven briefly at a dinner in 2005, but never got the chance to speak with him at great length, though he was able to tell him how much he enjoyed and was inspired by his work.

“He was a true maestro of genre and a class act. Rest In Peace, Wes. We willingly give you full permission to haunt our waking dreams forever.”

Indeed.

Angry Chinese passengers forcibly removed from Royal Caribbean Quantum of the Seas

About 300 passengers from Royal Caribbean’s Quantum of the Seas had to be forcibly removed because they were upset about an itinerary change.

Quantum of the Seas was slated to make stops in three Japanese cities, but concerns about Typhoon Goni forced the ship to make stops in South Korea instead.

The passengers were upset about the change and wanted to receive compensation for the change in their route.

When Quantum of the Seas returned to the Wusongkou International Cruise Terminal in Baoshan District, the angry passengers refused to disembark until 1pm, when the final few were removed by crew members.

Royal Caribbean had given passengers free Wi-Fi and lobster dinners during the voyage to try to make up for the change.

Royal Caribbean took the upset passengers to a nearby hotel, where negotiations reconvened.

Royal Caribbean said it was willing to communicate with tourists based on international and Chinese regulations.

However, it said it would not accept “irrational and illegal behavior,” including threats affecting other tourists’ vacation.

Smoother movements help robots save a lot of energy

Researchers try smoother robot movements

Eliminating the herky-jerky movements of robots isn’t just good for comforting nervous humans… it helps the robots, too. Researchers have developed smooth movement algorithms that slow the acceleration and deceleration of robots, saving as much as 40 percent of the energy they’d normally use. The trick is to order tasks in a way that lets robots move at their own pace without colliding into each other. Factory robots typically rush through tasks in a rigid order, only to wait for their fellow automatons to catch up. Here, they’re more flexible as to when and how quickly they get things done.

You may see these more graceful robotics sooner than you think. General Motors is one of the partners in the project, and it has a vested interest in saving as much energy as it can. Robots use roughly half of the electricity at a vehicle assembly plant — if GM can save a lot of money using nothing more than code, you know it’s going to leap on that opportunity. While it’ll likely take a long time before robots ship with smoother movements from the get-go, it won’t be surprising if the underlying algorithms eventually become ubiquitous.

There’s nothing you can do about your crushing hangover

You can eat all the greasy food and guzzle all the water you want after a big night out, but it won’t prevent hangovers and no one is immune from them, Dutch and Canadian scientists said.

In a summary of their research released just after midnight on Friday in Amsterdam, which seems like a cruel time to tell us this, the authors of the study said it all boils down to the less you drink, the less hungover you get

Canadian students were surveyed in an effort to find out if there really are people who are immune to hangovers, as 25% to 30% of the drinking population claims to be. In the survey of 789 students, they were asked about their drinking habits and to rate their hangover.

“The majority of those who in fact reported never having a hangover tended to drink less, perhaps less than they themselves thought would lead to a hangover,” said lead author Dr. Joris Verster of Utrecht University.

As for the Dutch students, 826 were asked to report their drinking and eating patterns and rate their hangovers from absent to severe (ouch). More than half reported eating after drinking, but no relevant difference in hangovers was found. Drinking water makes the dry mouth feeling better, but doesn’t actually make a difference.

The research was presented at the annual congress of the European College of Neuropsychopharmacology, which is on until Sept. 1.

The authors pointed out that more controlled trials are needed to understand hangovers, which obviously have a debilitating effect on both society and our souls.

“Whilst further research is needed, this new research tells us that the answer is simple – ‘drink less,'” said harbinger of doom Dr. Michael Bloomfield of University College, London.
