llegal Gambling: Six Arrested in George Town, Cayman Islands, 13 October. Two Formally Charged Following April Arrests
On Saturday, 13 October, officers conducted a search at a location on School House Road in George Town on suspicion of illegal gambling. During the search, officers recovered several receipt books and other gambling paraphernalia. A large amount of cash was also seized. Six persons at the location were arrested on suspicion of unlawful gaming: five men, age 54 of Bodden Town, and ages 48, 55, 57, and 62 of George Town, and a woman, age 35 of George Town.
They have been bailed as investigations continue.
In addition, a man, age 42 of West Bay, and a woman, age 26 of West Bay, who were arrested on Friday, 13 April, following an operation at an address off West Church Street, have been formally charged with Unlawful Gaming and Keeping or Using a Place as a Common Gambling House.
They have been bailed to appear in court on 23 October.

Cayman Islands NRA Announces Road Improvements along North Church Street
The National Roads Authority (NRA) along with its subcontractors will be upgrading a section of North Church Street between Bodden Road and Rackams, commencing on October 13th, 2018. The road works at this location are to improve the pavement surface and drainage in this area.
Phase 1, as shown on the schematic, will be carried out on October 13th and 14th between 9:00am and 3:00pm. During these works southbound motorists (going into central George Town) will be diverted onto Bodden Road.
Phase 2, as shown on the schematic, of these works is expected to be carried out on October 20th and 21st.
During the construction period drivers are asked to watch out for traffic diversions and asked to drive with caution. NRA thanks the public for their patience during these roadworks, and look forward to providing the benefit of these much-needed improvements.

· All public holidays for 2019, with the exception of the Queen’s Birthday holiday in June, are now confirmed.
· The Queen’s Birthday holiday is anticipated to be on Monday, 10 June but remains subject to confirmation.
· Christmas holidays are midweek next year.
Grand Cayman (GIS) – Public Holidays in the Cayman Islands for 2019, except the Queen’s Birthday holiday, are officially confirmed by the Deputy Governor’s Office.
The Governor’s Office informs the Trooping of the Colour, annual ceremony held to commemorate the Queen’s Official Birthday, is likely to be on Saturday, 8 June 2019. Consequently, the official Queen’s Birthday public holiday in the Cayman Islands is likely to be Monday, 10 June 2019. Official confirmation is expected in early 2019.

Alibaba, Tencent warn of stolen funds using Apple Ids

Alibaba’s (BABA +1.7%) Alipay and Tencent’s (OTCPK:TCEHY, OTCPK:TCTZF) say stolen Apple (AAPL +1%) IDs were used to swipe customer funds from the mobile payment services. And the companies say Apple could fix the problem.
Alibaba’s Alipay says it asked Apple “multiple times” to figure out how the thefts happen and that Apple is looking into the matter.
Alipay posted a warning to iPhone users about potential theft. Tencent’s WePay didn’t warn users but issued a similar statement to the media about the issue.
Apple points out instructions on its site for protecting the IDs against fraud, which include two-factor authentication.
WeChat and Alipay handled a combined $15T in mobile transactions last year, according to data firms iResearch and Analysys.

Power outages on Grand Cayman Tuesday morning (9)
Approximately 16,000 customers of Caribbean Utilities Company on Grand Cayman were without power.
The outage occurred 6:19 a.m. and 15,088 customers affected were restored at 7:05 a.m., according to CUC spokeswoman Pat Bynoe-Clarke.
The loss of power ranged from West Bay to North Side.
CUC said initial investigations pointed to “a loss of generation in one of the engine rooms.”

Cayman Islands’ Jolly Roger doesn’t look so jolly

The attached photograph was taken around 12 noon today showing the Cayman Islands’ pirate ship, “The Jolly Roger ” aground in George Town.

“The Jolly Roger is a two-thirds replica of Christopher Columbus’ 15th century Galleon Nina, which crossed the Atlantic on three occasions. The Jolly Roger was privately commissioned and built in 1986 in St. Petersburg, Florida, and christened the Lady Barbara. The original owner had such strong feelings for his wife that he had the ship’s figurehead sculpted in her likeness. To this day, Lady Barbara still graces the bow of the Jolly Roger. Then to the current owner, who is passionate about sailing an Pirates, restoring her to her full glory and keeping the dream and imagination of Pirates and chasing the sun alive…. THE JOLLY ROGER”

Cayman Islands DCI to close on Monday 15 October
The Department of Commerce and Investment (DCI) offices in Grand Cayman and Cayman, including its Business Licensing Counter on the first floor of the Government Administration Building, will close for the day on Monday 15 October to facilitate staff training.
DCI’s main office will reopen on Tuesday, 16 October at 8:30am, and the counter will reopen at 9:00am.

Cayman Islands; RCIPS Informs of Accidental Discharge
The RCIPS would like to inform the public that, during a search on the evening of Thursday, 27 September, an accidental discharge of a police firearm occurred.
No member of the public was present when this occurred, and no one was harmed.
The bullet struck a police vehicle.
The Ombudsman’s office has been informed of this incident, which is currently being investigated internally, with all post-incident protocols being followed.
Hundreds benefit from Cayman Finance Industry Ambassador Programme
Hundreds of people have boosted their knowledge about the Cayman Islands financial services industry and its importance to the local economy and learned why the jurisdiction has become a premier global financial hub through a new initiative launched by Cayman Finance.
The Industry Ambassador Programme featured four e-learning modules: an overview of the Cayman Islands financial services industry; the role of the Cayman Islands financial services industry to the local economy; the role of the Cayman Islands financial services industry to the global economy; and what a tax haven is and why Cayman does not meet that definition. Each module consisted of videos, accompanying material and finally a short quiz to test participants’ knowledge.
Although the platform was targeted mostly to those working at Cayman Finance member firms, it was open to the general public and many other residents of the Cayman Islands participated in the programme.
“I was delighted with the development of the programme, with many of our members utilising the online platform as a way to reinforce factual information about the success of the Cayman model when it comes to developing a well-regulated jurisdiction that has become a global leader in financial services,” said Cayman Finance CEO Jude Scott.
Participants who received an overall grade of 80% or higher were entered into a grand prize draw. Vanessa Hansen of the Cayman Islands Institute of Professional Accountants (CIIPA) was selected from a random draw of Cayman Finance members who met the criteria. She has won a 5-day Caribbean cruise for two. In the draw of non-Cayman Finance members, Simranjit Singh of Global Captive Management won a 2-day local staycation.
“Congratulations to all of those who took part and especially to the winners,” said Bryan Hunter, the chair of Cayman Finance’s Public Awareness Committee. “We look forward to using the online platform that we used for the Industry Ambassador Programme for other purposes, including as a training tool for HR Managers to use for their orientation programmes for new employees.”
Migrants arrive at Cayman Islands IDC
GRAND CAYMAN (GIS) – The Cayman Islands Department of Immigration (DOI) has confirmed that the Immigration Detention Centre (IDC) has reopened to accommodate the arrival of 11 Cuban migrants.
The individuals were transferred from Cayman Brac to the Grand Cayman facility yesterday afternoon (Thursday, 4 October 2018).
The group, which consists of nine males and two females, arrived in Cayman Brac on Friday, 28 September 2018, after their broken vessel was sighted by Immigration and Customs officers.
Due to safety concerns, the boat and its occupants were towed to shore, and the group was assessed by local physicians.
Since the closing of IDC, after a group of migrants was released and relocated to approved DOI accommodations, officials have conducted repairs and renovations as necessary to ensure the facility is a safe, suitable, clean and a healthy environment for all occupants.

Cayman Islands Police Request Public Assistance in Identifying Stolen Items,
The police are requesting public assistance in identifying several items that are believed to have been stolen.
Officers, in the execution of their duties, seized several items (some of which are attached), to include a number of electronics and pieces of jewellery. These items are believed to be stolen and detectives are seeking the assistance of the public in locating the owners of these items.
If members of the public who wish to claim these items as their own, need to provide proof that the property belong to them. They may do so by way of receipts, serial numbers, identifying marks and in the case of some electronics, passwords to the device.
The RCIPS would like to remind the public to discreetly mark their items with unique markings or write down the make, model and serial numbers of all valuable items, in the event that any of these items stolen. This process will greatly assist the police in an investigation, should your property be stolen, they can easily be identified with this information or unique markings.

Cayman Islands NRA Continues Road Improvements along Shamrock Road and Hirst Road Intersection
The National Roads Authority (NRA) and its subcontractors will continue works on Shamrock Road, near Countryside and Savannah, this weekend, Saturday, October 6thand Sunday, October 7th, 2018.
This area (shown as section 3 on the accompanying schematic) is part of an overall project to improve the geometry of the intersection as well as drainage.
During these works, motorists, in particular those heading westbound (towards George Town) are asked to try to avoid the area, by using the East-West Arterial. Drivers are also asked to keep watch for traffic diversions and to drive with caution.
At a later date work will begin on a more eastern, eastbound section of the same road (shown as section 4 in the schematic). At this point the NRA will be send out a further notification, warning motorists of pending road works in the area.
The NRA thanks the public for its patience during these roadworks, and looks forward to their completion when the public will be able to enjoy the benefits of these much-needed improvements.

RCIPS Requests Cayman Islands Public Assistance in Identifying Items Recovered in Honduras and Believed to Be Stolen

The RCIPS has received items which are believed to have been stolen, and are requesting public assistance in identifying them. The items, a Myers water pump and Makita chop saw, are believed to have been stolen during a theft or burglary sometime before December 2017. They were recovered on a boat originating in the Cayman Islands, which was discovered in Honduras late last year, along with a man who had been reported missing from Cayman. They have now been returned to RCIPS custody.
Also recovered was a Honda power washer, which has not yet been returned to Cayman, but is expected to be returned in the coming weeks. Photos of the items can be viewed at the RCIPS website at the above link or on our Facebook page.
Police are appealing to anyone who may believe the items belong to them, to contact the On-Duty Inspector at George Town Police Station at 949-4222, to claim the items. Any information received will also be of value in the investigation into this incident. In order to claim items persons will be required to present proof of ownership, which can include pictures, receipts or serial numbers.

Cayman Islands; DCI Reminds Tobacco Licence Holders to Renew
From The Cayman Islands Department of Commerce and Investment
Tobacco licence holders are reminded of the 5 pm Thursday, 1 November 2018 deadline to apply for their annual licence renewals.
Annual registration renewal fees are CI$500 for a retailer, CI$750 for a cigar bar and CI$5,000 for a wholesale distributor.
Persons in Grand Cayman must submit their applications at the Business Licensing Counter, located on the first floor of the Government Administration Building. Applicants must provide a current trade and business licence certificate and written notification of changes made since the last registration, such as the dealer’s contact details, business location, ownership and trade of products information.
For persons in the Sister Islands, applications must be submitted to DCI Senior Licensing Officer, Mrs. Lolita Bodden-Arch, in the Bodden and Bodden building on Cayman Brac.
Licensees are reminded that applications submitted between 2 November 2018 and 31 December 2018 will attract a late charge fee that is 50% higher than the regular renewal rate. Applications submitted between 1 January 2019 and 31 January 2019 will incur a late fee of 100% of the regular renewal rate. After 31 January 2019 and up to 30 June 2019, applications will attract a late fee of an additional 200 per cent of the registration fee.
Any dealer who does not apply for a renewal before 30 June 2019 must cease operations for one year. Following that year, in order to resume tobacco sales, he or she must submit an application for a completely new grant, rather than a renewal.
For persons who want to become first-time tobacco dealers, documentation for new tobacco licence grants can be submitted at any point during a given calendar year.

Cayman Islands: NRA Announces Construction of the Elgin Avenue Extension
The National Roads Authority (NRA) has begun construction of the Elgin Avenue extension.
The construction will extend east of Elgin Avenue from the CNB roundabout, connecting to a new two-lane roundabout, with exits to Printer Way and Crewe Road. When construction is complete motorist will not be able to access Printer Way via Thomas Russell Avenue.
Construction will last approximately four months. During the construction period drivers are asked to keep watch for traffic diversions and asked to drive with caution.
NRA thanks the public for their patience during these roadworks, and look forward to providing the benefit of these much-needed improvements.

The KAABOO Cayman festival has announced plans to donate some of its proceeds to local nonprofit agencies on the island.In a news release, festival organizers said $1 of every ticket sold would be set aside to support three local and one international charitable groups. Two-day passes for the festival are expected to start at more than $200 when the lineup of entertainers is announced at 7:30 a.m. on May 15. The National Council of Voluntary Organisations (NCVO) is hosting its annual Radio-Telethon on Saturday 20th October. The fundraiser takes place at the Prospect Playhouse and is broadcast simultaneously on Radio Cayman and Cayman 27 from 7 pm to midnight. This is the largest fundraiser held by the NCVO each year, and money raised helps to maintain and operate the organisation which is one of Cayman’s longest running charities.

Camana Bay October Events
There’s always something happening…
This October, Camana Bay is hosting activities and events to celebrate and encourage positive health, both mental and physical, at every age. Start off the month by showing your support for a good cause with the Anti-Bullying Fair, presented by the Family Resource Centre and Hurley’s Media on Saturday, Oct. 6. Children will be encouraged to showcase their creative work to raise awareness of the social effects of bullying in school and all its forms. Families are also encouraged to stay fit for a cause by taking part in the Mental Health Walk and Talk, presented by the Alex Panton Foundation on Wednesday, Oct. 10, and the Save Our Youth (SOY) Monster Dash on Saturday, Oct. 20. October is marked globally as Breast Cancer Awareness Month, and everyone is invited to participate in the annual Pilates for Pink, run by ENERGY Essential Fitness.
Shoppers’ Night Out is back this year, happening on Thursday, Oct. 18 with a night of special offers and promotions for participating shops and restaurants in Camana Bay. Shopper will enjoy music, food, refreshments and chances to win raffle prizes all night long! Late-Night Shopping at Camana Bay will kick off the same night, with shops staying open until 8 p.m. on Thursdays from Oct. 18 until the holiday season ends, making it easier than ever to sneak in those after-work errands and pick up those gifts and supplies for the weekend.
We can’t leave the month of October without a Halloween-themed family event. On Wednesday, Oct. 31, Camana Bay will host Halloween on the Big Screen on the Crescent. This year the public will have the opportunity to vote, through Camana Bay’s social media, to choose which film will be shown that night!
