Cayman Islands: PAC welcomes Auditor General’s Report on Governance in Aviation Bodies

The members of the Cayman Islands Public Accounts Committee considered the Auditor General’s report entitled “Governance in aviation bodies – summary of key findings” at its meeting on 26 July 2017. The report summarises the common themes emerging from audits carried out reviewing governance in Cayman Islands three aviation bodies – Cayman Airways, Ltd., Cayman Islands Airport Authority and the Civil Aviation Authority of the Cayman Islands.

“My committee members and I welcome the Auditor General’s findings,” said Hon. Mr. Ezzard Miller, Chair of the Public Accounts Committee. “We are pleased that the introduction of the new Public Authorities Law 2017 goes some way to addressing the recommendations that the Auditor General would have repeated. However, the new legislation was only brought in to force recently and it is too early to say how well it will improve governance in Statutory Authority and Government Companies and the new Law doesn’t cover all the concerns raised.”

Mr. Miller noted that the report concludes that many of the issues raised in the Auditor General’s report of December 2013 remained in the three bodies. It makes a number of additional recommendations to Government to further strengthen governance in Statutory Authorities and Government Companies (SAGCs).

The report includes information on the recommendations made to the three bodies, actions they have taken as at May 2017 and the further action they plan to take.

“As a Committee we are pleased that the SAGCs have taken action to implement some of the recommendations made by the Auditor General,” said Mr. Miller. “However, we note that a number of actions remain outstanding and are planned for the remainder of 2017. We will be interested to hear on progress with implementing these recommendations in the future.”
