Cayman Islands: Missing boaters – UPDATED

Update: Persons Missing Since Wednesday, 22 June – Carl Demmie Ebanks and Migeal Palmer

Carl Demmie Ebanks (age 59) and Migeal Aedran Palmer (age 40), as well as possibly two other unidentified men, are still missing as of today, Tuesday, 28 June. Mr. Ebanks is from Cayman, and Mr. Palmer is from Jamaica. The two unidentified men who may have accompanied them are also believed to be from Jamaica.

The men are believed to have left Cayman on Mr. Ebanks’ boat sometime on Wednesday, 22 June, from Ronald Martin’s Dock on North West Point Road in West Bay, for an unknown destination. The vessel has been described as a Wellcraft boat of approximately 20ft in length with a black 200hp engine and 15hp Yamaha outboard engine. It has been described as white in color, however, it could also be painted blue and white. A picture of the boat is attached.

The initial report regarding these missing persons was made to police on Saturday, 25 June, three days after their believed departure. The men did not file any report with Port Authority before beginning their journey.

On Wednesday, Thursday and Friday last week, before the men were reported missing, the police helicopter flew over large areas offshore, including the Sister Islands, in the course of its schedule. During those flights the crew would have noted the vessel had it been seen a distance offshore, but did not see any vessel matching this description. No distress flares were seen, nor were any emergency calls on Channel 16 heard (the marine emergency channel).

While the areas patrolled offshore on these days were large, it cannot be known given the vagueness of the details provided that these areas would have fallen in any search pattern. Likewise, given the time that had elapsed since the believed departure time of the boat, as well as the fact that the destination was unknown, no search area could be defined by the time of the report on Saturday.

After receiving the report, however, the RCIPS notified all local agencies as well as regional law enforcement of the missing persons and remains in constant contact with these regarding the matter. In the past six days the police helicopter has continued to monitor large areas offshore around Grand Cayman and between Grand Cayman and the Sister Islands. During these multiple flights nothing has been heard on the marine emergency channel nor have any distress flares been seen.

The RCIPS will share developments in this matter as they arise.

The RCIPS would like to once again stress the need for boat owners to notify Port Authority before departing on trips to 12-Mile Bank and beyond, and also of the requirement for emergency safety and communication equipment, such as VHF radios or at least mobile phones, as well as distress flares.

Police received information today of a group of boaters possibly missing at sea and may have encountered difficulties.

On the 22nd June,2016 Carl Demmie Ebanks, 59yrs Caymanian from West Bay, and Michael Aedrian Palmer, age 40, a Jamaican national, along with two unidentified males believed to be Jamaican, left Cayman on board an 18 foot blue-and-white vessel, destination unknown.

Police are appealing for any information to contact West Bay Police Station on 949-3999.
