Cayman Islands’ football president looking for “special” people

The Acting President of Cayman Islands Football Association (CIFA) Bruce Blake is looking for suitable candidates to fulfill a number of roles in its bid to become super clean.
Two Circulars have been sent out to all CIFA members recently and interestingly are for accountants and lawyers.

RE: Audit and Compliance Committee
The Executive Committee of the Cayman Islands Football Association (“CIFA”) wishes to appointment a five member Audit and Compliance Committee, which shall be responsible for ensuring the completeness and reliability of the financial accounting and review the external auditors’ report at the request of the Executive Committee.
Members are asked to submit names of independent persons to serve on the Audit and Compliance Committee. Suitable candidates should possess an accountant, finance or legal background.
Submissions should be made by Friday, 9th October 2015, to [email protected].

Dear Members,
RE: Revised Draft CIFA Constitution
CIFA will be establishing a five member Statutes and Regulations Committee to review and provide feedback on the revised draft CIFA constitution. The committee will also be responsible for liaising with the membership to obtain input.
Members are asked to submit names of independent persons to serve on the Statutes and Regulations Committee. Suitable candidates should possess a legal background.
Submissions should be made by Friday, 16th October 2015, to [email protected].

Whilst it look as if the FIFA may be doing something positive little is taking place at CIFA except for the above. The belated need to appoint an audit committee after the horse has left the stable, Augean or otherwise would seem to have been ‘forced’ upon the organization.

When I spoke to local accountant Chris Johnson about the above he commented:

“It is quite remarkable that CIFA whose acting President, accountant and lawyer, Bruce Blake is seeking to form an audit committee to examine the completeness of the accounting and its reliability and to review the external audit report. What he needs do is to appoint an independent firm to go through the historic, or should I say, hysteric accounting records. Any prudent CEO of a company would have done that long ago, not CIFA though: they are above it all. The anti corruption investigation will take months so CIFA needs to commence an investigation now, for the good of Cayman.

“A new broom is required to take charge, someone who is highly respected and knows all about the game. Whilst the new pitch may be nearing completion any contractor will tell you that $5m for the pitch and inconsequential building do not represent a cost of $5m. To quote Marcellus something is rotten in the State of Denmark [Cayman]. Let us follow FIFA. Commence an investigation into the contractors and executive members of CIFA and start handing out red cards.”
