CABINET OF THE CAYMAN ISLANDS – POST MEETING SUMMARY

Cabinet Post Meeting Summary

Her Excellency the Governor Mrs. Jane Owen, chaired the meeting of the Cabinet held on Tuesday, 23rd May 2022 in the Cabinet Conference Room, Government Administration Building.

All Ministers and Members of Cabinet were present. At this meeting Cabinet:

  • Approved a 1 year exemption from Part 7 of the Immigration (Transition) Act (2022 Revision);
  • Approved the draft Outline Business Case for the Airport Development Project, subject to government funding availability and proceeding with the procurement of Scenario 4;
  • Approved the Identification Register Act, 2022 (Commencement) Order 2023 and for the issuance of drafting instructions for the development of Regulations pursuant to the Cayman Islands Identification Card Act, 2022 and Identification Register Act, 2022;
  • Approved in accordance with section 12 of the Public Management and Finance Act (2020 Revision) the following supplementary funding:

o IncreaseHEA20–PublicHealthServicesby$1,270,449;
o Decrease HES 1 – Policy Advice and Ministerial Servicing to the Minister of Health and

Wellness by $282,322;

  • Approved the appointment of Sue-Ann Bodden as Health Practice and Facilities Inspector;
  • Approved in accordance with sections 11 (5) and 11 (6) of the Public Management and Finance Act (2020 Revision) the following:

o Increase EA 36 – Miscellaneous Road Surface Upgrades by $2,500,000; and

o DecreaseEA161–SubmarineCableby$2,500,000;

  • Approved the extension of the final report from the 2022 Minimum Wage Advisory Committee deadline to 30th September 2023;
  • Approved for a prohibited immigrant to visit the Cayman Islands to attend a funeral;
  • Approved the issuance of drafting instructions to amend Schedule 4 of the Companies Act (2023 Revision); and
  • Noted the Department of WORC’s Compliance Report – Administrative Fines and Levies for first quarter (January – March 2023).

Guidance Notes:

  1. Post meeting summaries will be published by the Cabinet Office following confirmation of the Minutes.
  2. Only a summary of the decisions will be published.
  3. Cabinet discussions will not be disclosed.
  4. Summaries of decisions of a sensitive nature, matters of national security, those where publication breaches regional or international conventions and those relating to personal privacy will not be disclosed.
  5. Post meeting summaries will be available on gov.ky and the Cayman Islands Government’s digital channels.
